ITEM 3.8 Purchase of Anti-Icing skid0 O tsTe F`//v`/o MINN ESOTA V DEPARTMENT INFORMATION Request for City Council Action ORGINATING DEPARTMENT: REQUESTOR: MEETING DATE: Public Works, Street Department Kevin Lamson, Street Operations May 23`6, 2016 Manager PRESENTER(s): REVIEWED BY: ITEM #: Consent Agenda Lori Johnson, City Administrator 3.8 AGENDA ITEM DETAILS RECOMMENDATION: Staff recommends purchase of an anti -icing skid to be used in anti -icing operations. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: Part of the 2016 CIP includes the purchase of an anti -icing skid to be used in snow removal operations. The anti -icing skid would be used in advance of a snow event and is extremely helpful in preventing the bonding of snow and ice to the pavement. This equipment is particularly helpful in the early winter months when there is little to no salt residue in the pavement which can lead to icing or snow and ice compaction on the pavement which then requires additional scraping or salting. The anti -icing equipment would be placed on a roll -off skid which would then be attached to the City's roll -off truck that was purchased last fall. The tank is approximately 1,035 gallons and is capable of treating three lanes at one time with the boom system that it is equipped with. Staff currently uses two one -ton trucks loaded with 500 gallon tanks with spray bars and is very time consuming. The addition of this equipment would more than double the department's current anti -icing capabilities. Staff has requested state contract pricing for this equipment from Crysteel Truck Equipment and Aspen Equipment. We have received quotes of $13,567.27 and $13,628 respectively. Staff is recommending that we purchase the anti -icing skid from Crysteel Truck Equipment for $13,567.27. Funding for the purchase will come from the 206 Capital Equipment Revolving Fund and is under the amount $15,000 that was budgeted. The Public Works Subcommittee was presented with this information at the May 17th meeting and recommended that it be placed on consent agenda. Manufacturers are often unable to depict accurately how the exhaust systems are configured and have difficulty stipulating whether certain components (I.e. PTOs and pumps) mayfd in the confined spaces beneath the truck. 2007 EPA COMPLIANT DIESEL EXHAUST SYSTEMS CANNOT BE MODIFIED,.RELOCATED OR REPLACED BY ASPEN EQUIPMENT. Due to evolving designs, Aspen Equipmentcan not maintain expertise on every chassis/engine/transmissiordexhaust configuration possible, regardless of who orders or species it Nor can Aspen Equipment guarantee that a chassis ordered today will not change in design prior to delivery from the factory. Therefore, Aspen Equipment does not warrant that quoted products can be installed on a chassis without modifications to the chassis or products installed. As such, Aspen Equipment will not be responsible forthe cost or modifications due to exhaust systems conflicting with the installation of quoted products. Aspen Equipment will make every reasonable effort to ensure that installations are completed without additional charges to the customer. 1 of 1
