01-28-13 SCCSPECIAL CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER January 28, 2013 *7:00 PM II to Order. Staff: Lori Johnson, City Administrator; Gary Gr n, Finance Director; Daniel Licht, City Planner Tara! Lf , City Clary and Ehlers Representative Jessica Cook. 11 Sewer and Water Rate 11 Jessica Cook,, Ehlers Representative, presented the utility rate study which included the changes the City Council directed be made at the November 11, 2012 meeting. ids. Cook reviewed the transfer of funds from the water fund to the sewer fund. The Council agreed with these transfers and recommended they be made annually as indicated in the study. Nis. Cook reiterated that the study does not address SAC and WAC allocation between trunk and facilities fees. City Administrator Johnson said City staff is working on the connection fees components be allocated between trunk and facilities portions. City Administrator Johnson said the allocation does not affect the outcome of the study because the total amount collected through the connection charges will not charge. Staff reviewed estimated increases for sample residential and commercial properties indicating that lower consumption residential users' costs are projected to increase substantially based on the Council's direction from November. The Council reviewed the information and agreed that the information presented is consistent with their direction. The City Council agreed with the rates as presented and requested this item be added to the February 11, 20.3, City Council consent agenda for approval to set rates for three years as stated in the study.
