ITEM 3.2C SCC 12.20.2012 MinutesITEM 3-2C,- SPECIAL -2G SPECIAL CITY COUNCIL MEETING OTSEGO CITY HALL December 20, 2012 5:30 PM Cal{ to Order. Mayor Jessica Stockamp call-edthe meeting to order at 5:30 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner and Doug Schroeder. Councilmember elect Jason Warehime was present. Staff: Ross Demant, Parks and Recreation Manager and Tam! Loff, City Clerk. 1. � Otsego Festival,. Parks and Recreation Manager Demant said he spoke with Rose Cassady Chair of the Otsego Festival. She told him they are still working on obtaining 501(c) 3 status. The City Council said if the City does not receive the quarterly reporting that is provided to the State from the Otsego Festival Inc. by January 31, 2013, the City will discontinue allowing Otsego Festival the use of Prairie Park, If the Otsego Festival does provide proof of a 501(c) 3 , the following will apply: - Anything donated by the City will have a sign stating "donated by the City of Otsego." - The City of Otsego will handle the signage for the event. - Donated amount would be $4,000.00 and $1,000.00 for signage. Parks and Recreation Manager Demant would manage and determine the use of the money donated by the City. - Staff time donated would be similar to last year's event. - Parks and Recreation Manager Demant would not be on the Otsego Festival Committee but just present for a point of information. The City Council has directed Parks and Recreation Manager Demant to form a committee for the purpose of holding a different event with a different name starting in 2014. Parks and Recreation Manager Demant was directed to contact Rose Cassady to schedule a meeting with the City Council by January 15, 2013. 2. Prairie Center Reuse. There was discussion on the Prairie Center Reuse Subcommittee's first meeting on December 10. Additional Subcommittee members Amy Stemler and Paula Wold have agreed to serve on the Subcommittee. The City Council agreed to open up the last spot to all City Commissioners. City staff will contact them on the opening. There was discussion on use of Prairie Center by the Boy Scouts. The Boy Scouts currently rent space through District 728 at Otsego Elementary for $150 per year for monthly meetings. The City Council agreed the City couldn't do it for that amount. Other items: Parks and Recreation Manager Demant gave an update on Parks and Recreation projects. There was discussion on the proposed soccer fields and the priority use. There was discussion on use of the fields for Lacrosse. Parks and Recreation Manager Demant was directed to report to the City Council in February with the following: Recommendation on use- soccer, football etc. Parks and Recreation Manager Demant to contact users and determine the number of kids. The yearly maintenance cost to determine the total cost of maintenance of the fields. Soccer field irrigation was discussed. City staff has been in contact with turf and Irrigation companies to determine the cost and amount of water needed for irrigation in the proposed soccer fields. Staff has obtained a quote from EH Renner in the amount of $4,700 to perform a 24 hour test pump. CM Heldner recommended City staff contact the company that drilled the well to get the information instead of doing the test. The City Council agreed. If the company doesn't have those records, the City Council directed staff to bring this item back to the City Council on January 14, 2013. Parks and Recreation staffing was discussed. Parks and Recreation Manager Demant stated he would like to hire Connie Schwecke to fulfill some of the administrative duties that he had included in his Recreation budget. He stated those duties would include help with recreation programming, supervision and cleaning at Prairie Center. The Council agreed and advised staff to add it to the consent agenda for the January 14, 2013 City Council meeting. 3. Adjourn. CM Schroeder motioned to adjourn. Seconded by CM Heidner. All in favor.
