No BACKGROUNDIJUSTIFICATION: The City of Otsego is contemplating the addition of three soccer fields (multi use fields) just west of the City Hall/Public Works Facility. Ross Demant (Parks and Recreation) has been in contact with a couple of irrigation and turf companies to determine the cost and amount of water required for irrigation of those fields. Staff is trying to determine a fairly accurate cost of the entire project. Most items are fairly easy to determine estimates for but one item needs further investigation to determine exactly what work needs to be performed. The well that supplies the City Half/Public Works Facility with water was not designed nor constructed to handle anything besides the building and irrigation of small turf areas around the building. Records from the DNR and MDH do not include information such as 24 hour test pump. if a 24 hour test pump was completed it would indicate what volume of water could be pumped without pulling sand or drawing the immediate vicinity water table down too much. Both are critical in determining what the yield capacity of the well is in its current state or if the well needs to be redeveloped or if it is feasible at all. Staff has contacted the well driller and their response Is included and indicates they were required to develop a well able to deliver 100 gpm. The response also states that no development other than surging the well with compress air to loosen and suspend the sand to bail out has occurred. Basically the existing well is an 8" diameter hole. Generally higher production wells require development beyond this by blasting a cavity and creating larger fissures to greatly increase the surface area of the water bearing sandstone. The irrigation experts are requesting a minimum of 180 gpm. Staff has obtained a quote from EH Renner of $4,260 to perform a 24 hour test pump. A test pump consists of removing the existing stand pipe and pump from the well. They then lower a much larger pump into the well with a temporary stand pipe and then run the pump up to either 500 gallons per minute or whenever the pump begins to pull sand. Once that threshold is obtained the pumping continues at that volume while readings are taken of the drawdown of the water table. This determines the yield of the well. EH Renner can then take that data and determine what the well/aquifer Is capable of and let staff know the proposed work that needs to be completed and if it is feasible or not. Without this information there are too many variables to accurately determine an estimated cost, A 24 hour test pump was not included when the well was installed as it was not deemed necessary at that time for its intended use. Staff is recommending hiring EH Render to complete the work and evaluation of the well. The work could be completed on a holiday such as Martin Luther King Day or Presidents Day to minimize any issues with supplying water to City Hall/Public Works during regular business hours. They put the drill rods to the bottom of the well and blow It. That is where the 250 ft. PWI. comes from. It appears the well was not test pumped. The pump that is in the well is designed at 100GPM. The City is planning to use the well to Irrigate some proposed ball fields nearby and needs 180 gpm. The well record indicated the well was pumped at 500 gpm for 16 hours but states the pumping level was 250 ft. The bottom of the well is at 250', This doesn't make any sense to me. Was the pump set at 250' at the bottom of the well? Or was the water table drawn down to 250'? Either way it doesn't make sense. Can you let me know what your take on the well record Is?
