05-09-16 Special City Council MinutesSPECIAL CITY COUNCIL MEETING PRAIRIE CENTER MAY 9, 2016 *7:00 PM CaII to Order. Mayor Jessica Stockamp called the meeting to order at 8:55 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Tom Darkenwald. Absent: Councilmember Doug Schroeder. Staff: Lori Johnson, City Administrator; Adam Flaherty, Finance Director; Daniel Licht, City Planner; Ross Demant, Park & Recreation Director; Kevin Lamson, Street Operations Manager; and Tami Loff, City Clerk. 1. 2017 Budget Discussion. City Administrator Johnson said the main purpose of the meeting tonight is to get direction from the City Council on priorities and expectations for 2017 and to review in detail select debt and reserve funds and their long-term cash flow projections. She stated the importance of long range planning to allow for gradual adjustments if needed to fund future capital, debt, and reserve requirements instead of being forced to make large adjustments in one year. Finance Director Flaherty reviewed in detail the Tax Abatement Summary, Debt Service Cash Flow, Capital Equipment Revolving Fund and Pavement Management Fund. The City Council concurred with reviewing the option of a one time transfer in the Capital Equipment Revolving Fund as proposed and agreed that a levy increase is needed beginning in 2017. MSA maintenance funds were discussed and the Council concurred with staff's recommendation to reclassify that revenue from the General Fund to the Pavement Management Fund to align the revenue with the associated expenditure. The Council did not have any new programs or projects to add or program changes to propose at this time. City Administrator Johnson stated with that Council input the draft budget will propose funds needed to continue to provide services and programs at current levels and that doing so may result in an increase because of the sustained growth of the City and the need for more resources to provide services. 2.
