RECOMMENDATION:
City staff recommends council approval of attached quote from Nagell Appraisal & Consulting for a
letter report on property benefited from proposed City road improvements to LaBeaux Avenue
preliminary to Initiating City improvement project procedures.

BACKGROUNDMUSTIFICATION:
The City is contemplating an Improvement Project which would pave LaBeaux Avenue from 75th Street
to 80th Street and would assess a portion of the cost to the benefited property owners along LaBeaux
Avenue which is essentially a frontage road on Wright County Highway 19. The benefited properties
front the road on one side with no properties on the other side of the road. Prior to the Council making
a decision to proceed, staff recommends that the City hire Nagell Appraisal & Consulting to complete a
letter report Indicating a range of benefit to the properties from the proposed road improvement. The
report would be of value to the City Council in evaluating whether or not to proceed with the project,
and would supply a record basis for a Council decision if the project is approved.

Dear Andrew:
Thank you for your interest in obtaining services regarding the properties above. Per our conversation, you
indicated a preliminary opinion of market benefit if any to the adjoining properties in the above project.
Report Use: The report use is to assist the city for guidance regarding assessment determination.
Value Type: This report is not an appraisal, but rather provides a preliminary letter giving a general range
of market benefit if any to the general ranges of properties in the project.
Property Description: Residential properties on small acreage.
Contact for access, NIA.
Scope of Report: (1) Drive by viewing of the subject properties and view the neighborhood. (2) Note the
physical and/or economic factors that could affect the properties. (3) Comment on market benefit if any
based on observations of the market. (4) Provide a general range of benefit if any for the properties in the
project. No specific sales data will be collected for this assignment. The general market comments are
based on past appraisals, experience and market information.
Report Format: A Letter Report will be used. It has short statements and descriptions including
appropriate photos, maps and exhibits are included. Two hard copies of report provided.
Fee: The fee is JgLo. Any meetings, owner contact or appraisal reports would be extra and billed at $100
per hour. Any hearing preparation and/or testifying would also be extra and would be billed at $100 per
hour. City named above is responsible for payment.
Due Date: The report can be completed in 30 weeks from the date of signed confirmation.
Information needed by the appraiser: Feasibility report, maps and description of before and after
conditions.
Our company has 13 employees and has been in business since 1968 and has sufficient knowledge,
experience, education, resources and contacts to competently complete this assignment. Neither the
employment to make this report, nor the compensation for it, is contingent upon the findings. If you agree to
