Purpose: Windsong II is a proposed 51 lot single-family residential
development on 40.4 acres in the City of Otsego, Wright County,
Minnesota. The proposed development will be served with
municipal water and sanitary sewer but will have municipal storm
sewer and public streets typical of an urban setting.
Jurisdictional Agencies: City of Otsego, Wright County, Minnesota Department of
(but not limited to) Health, Minnesota Department of Natural Resources, Minnesota
Pollution Control Agency, Wright Soil and Water Conservation
District.
Permits Required: NPDES, Minnesota Department of Natural Resources, BWSR, and
(but not limited to) Minnesota Pollution Control Agency (independent sewer systems)

PRELIMINARY PLAT
EXISTING CONDITIONS
1. Per Section 21-6-2.B the following existing condition information is necessary.
a. The normal water and 100 -yr high water elevations are needed for all
ponds/wetlands within 150' of the boundaries
b. Existing zoning classifications for land in and abutting the subdivision.
c. Total area of the proposed plat.
d. Show location, names, widths of existing streets, buildings, etc within 150'
e. Location, size, and elevations of existing sewers, watermain, culverts, and other
underground facilities within 150'.
f. Boundary lines of adjoining unsubdivided or subdivided land, identified by name
and ownership within 150'.
SUBDIVISION CONFIGURATION, LOT SIZE, DENSITY
1. The existing and proposed zoning is P.U.D.
STREET/TRAFFIC/ACCESS
Site access is provided via Kittredge Parkway and 74th Street in Kittredge Crossings.
2. Temporary cul-de-sacs will be required at the ends of Kittredge Parkway and 74th Street.
3. Profiles are required for the streets. All horizontal and vertical curve information shall be
included in the plans (currently missing). All curves shall meet the minimums for a 30
mph design speed.
SURFACE WATER MANAGEMENT/STORM SEWER SYSTEM
All wetlands shall have the NWL and HWL elevations labeled. All stormwater basins
shall have the NWL, 2yr, l0yr, and 1 00y HWLs labeled.
2. It appears that the majority of the site is Type B or C hydraulic soils therefore infiltration
of the first 1.1" of stormwater runoff from impervious areas is required. The stormwater
management reports states that there is not sufficient separation from the existing ground
water elevation (MPCA requires a minimum of 36" from bottom of infiltration layer to
ground water).
3. The stormwater along 74th Street is being discharged to the property to the north without
treatment. This will not be allowed. The developers engineer has stated that they are
working with the landowner to the north to procure land for a storm basin. We will work
with the developers engineer regarding this issue.

SANITARY SEWER SYSTEM
The site is served via gravity sewer from Kittredge Crossings. An 8" stub has been
provided at Kittredge Parkway and a 24" RCP trunk sanitary line exists along 74th Street.
They propose to place a shallower "piggy back" system over the top of the existing deep
trunk system and connect at each manhole to the existing outside drops or new inside
drops.
2. A sanitary sewer stub is required at the west end of Kittredge Parkway.
WATER SYSTEM
1. The site is served via existing watermain from Kittredge Crossings stubs at Kittredge
Parkway and 74th Street. The 10" pipe along Kittredge Parkway and 12" pipe along 74th
Street will be carried across this project and stubbed to the west property lines.
WETLANDS
The wetland delineation has been submitted and is under review by the LGU. A TEP
meeting is forthcoming shortly.
ENVIRONMENTAL
Statement certifying the environmental condition of the site including the presence of any
hazardous substance as defined in Minnesota Statutes 11513.02, Subd 8.
SUMMARY AND/OR RECOMMENDATION
We recommend approval contingent upon the above comment being addressed.
