Call to Order.
Chair Angie Dehn called the meeting to order at 7:00 PM.
Roll Call: Chair Angie Dehn; Commissioners: Doug Cassady, Corey Tanner, Cara Husak,
and Derrick Stark.
City Council: Mayor Jessica Stockamp and City Council Member Doug Schroeder.
Staff: Ross Demant, Parks and Recreation Director, Amy Stemler, Recreation Lead and
Connie Schwecke, Recreation Administrative Assistant.
1. Open Forum.
2. Consider agenda approval.
Parks and Recreation Director requested to add 5.3 to the agenda; Review of the
Northwood Park Alternates.
Commissioner Breitbach motioned to approve the amended agenda.
Seconded by Commissioner Stark. All in favor. Motion carried.
3. Consider Meeting Minutes.
3.1 February 16, 2016 Regular Meeting Minutes.
Commissioner Cassady motioned to approve February 16, 2016 Regular
Meeting, minutes as written. Seconded by Commissioner Tanner. All in
favor. Motion carried.
3.2 February 16, 2016 Special Meeting Minutes.
Commissioner Tanner motioned to approve February 16, 2016 Special
Meeting minutes as written. Seconded by Commissioner Husak. All in favor.
Motion carried.
4. Unfinished Business.
5. New Business.
5.1 Election of the 2016 Parks and Recreation Commission Chair & Vice-Chair.
Commissioner Cassady nominated Angie Dehn as Chair for 2016/2017. Seconded by
Commissioner Tanner. Vote 4-2. Motion carried.
Commissioner Breitbach nominated Corey Tanner as Vice-Chair for 2016/2017.
Seconded by Chair Dehn. All in favor. Motion carried.
5.2 Resolutions of Support for the Crow River Regional Trail.
Parks and Recreation Director Demant presented report.
ITEM 3.1
Commissioner Tanner questioned what a touchpoint was.
Parks and Recreation Director Demant stated that a touchpoint is where the trail comes
down to the river and crosses over.
Commissioner Cassady asked if the City of Rogers supported this trail.
Parks and Recreation Director Demant said yes, he believed all cities involved were
offering letters of support.
Commissioner Tanner asked what would happen next if the application was approved.
Parks and Recreation Director Demant stated after approval, Wright County and all the
cities involved would be able to apply for grant funding.
Commissioner Cassady questioned if the trail would run along the shoulder of the road
or if it would be a separate trail.
Parks and Recreation Director Demant said it would be a separate trail.
Commissioner Husak asked what type of trail is proposed.
Parks and Recreation Director Demant stated it would 10’ bituminous trail for hiking
biking.
Commissioner Breitbach asked if there was any negative feedback.
Parks and Recreation Director Demant said no, he had not heard anything negative.
Commissioner Cassady asked if the city would have to maintain the trail after it was
built.
Parks and Recreation Director Demant stated the city would want the option to
maintain the trail and would most likely develop and coordinate a maintenance plan
with the City of Rogers and Wright County Parks.
Commissioner Husak questioned liability.
Parks and Recreation Director Demant stated that the city attorney would need to
answer the question of liability.
City Council member Schroeder commented that supporting this application would be
the first step in the process and that the city council will thoroughly vet this application

and if they found that the trail would have negative impacts on the city, the city council
would not support it.
Commissioner Cassady made a motion to recommend to the City Council to adopt a
resolution of joint application for supporting the application of regional trail
designation and to adopt a resolution of support of the Crow River Regional Trail
Master Plan. Seconded by Commissioner Breitbach. All in favor. Motion carried.
5.3 Review Northwood Park Alternates.
Parks and Recreation Director Demant presented report.
He stated the following alternates would be discussed and the commissioners
would have the option to keep the alternates amenities or remove them from the
GL Contracting Bid:
Steel Pergola
Masonry Piers
Bleacher
Ornamental Fencing
Landscaping
After discussion, the commissioners made a resolution on the Steel Pergola
Alternate.
Commissioner Stark motioned to remove the Steel Pergola Alternate from
the Northwood Park Bid. Seconded by Commissioner Husak. All in favor.
Motion carried.
After discussion, the commissioners made a resolution on the Masonry Piers
Alternate.
Chair Dehn motioned to accept the Masonry Piers Alternate from the
Northwood Park Bid and asked City Council Member Schroeder to bring back
to the Commission options of materials for the Masonry Piers. Seconded by
Commissioner Tanner. All in favor. Motion carried.
After discussion, the commissioners made a resolution on the Bleacher Alternate.
Commissioner Cassady motioned to remove the Bleacher Alternate from the
Northwood Park Bid. Seconded by Commissioner Stark. All in favor. Motion
carried.
After discussion, the commissioners made a resolution on the Ornamental
Fencing Alternate.
Chair Dehn motioned to remove the Ornamental Fencing Alternate from the
Northwood Park Bid. Seconded by Commissioner Breitbach. All in favor.
Motion carried.
After discussion, the commissioners made a resolution on the Landscaping
Alternate.
ITEM 3.1
Commissioner Breitbach motioned to accept the Landscaping Alternate from
the Northwood Park Bid. Seconded by Commissioner Husak. All in favor.
Motion carried.
Commissioner Stark questioned how the city collects money to build new parks.
Mayor Stockamp explained how the city collects fees and or land from
developers.
Commissioner Tanner asked when the Northwood Park construction would begin.
Parks and Recreation Director Demant stated construction would begin in April
with a completion date of July or August.
6. Parks and Recreation Director Update.
Parks and Recreation Director Demant presented. He reminded the
commissioners that the Egg Hunt Event will be held on Saturday March 19
from 11-1pm. Demant asked if any commissioners would be willing to help stuff
bags on Friday March 18 at 6:30pm.
7. City Council Reports.
City Council member Doug Schroeder gave an update.
8. Adjourn.
Commissioner Breitbach motioned to adjourn. Seconded by Chair Dehn. All
in favor. Motion carried. Adjourned at 8:15P.M.
