The City Council has determined a need to undertake an update of the Otsego Comprehensive Plan.
is go's Inst major Comprehensive Update was adopted in 2004 with previous Comprehensive Plan
updates completed in 2002, 1998 and 1991. The timing of this update is advantageous for the City as
the economic slowdown creates an opportunity for the community to pause and evaluate the activity
that occurred over the last decade and to consider and reprioritize cornr unity goals and policies to set a
clear direction for moving forward as conditions improve.
The Planning Commission and Parks and Recreation Commission have been developing the draft update
of the Comprehensive Plan during the past year. The update of the Otsego Comprehensive Plan
continues to build upon the foundation established by the it past planning efforts and the changes
contemplated as part of final documents are for the most part refinements of those goals and policies,
To this end, the update Otsego Comprehensive Plain responds to contemporary regional and local Issues
consistent with the City's established programs to provide for continued orderly, managed growth of the
community
The City Council reviewed preliminary draft sections at a work session on 22 October 2012. The
Planning Commission held a public hearing to considerth draft Comprehensive Man update on 1
November 2012. No public comments were received. The PlannIng Commission closed the public
hearing and voted 4-0 to recommend mend appro arl as presented.

WRIGHT COUNTY, MINNESOTA
A RESOLUTION ADOPTING AN UPDATE OF THE OTSEGO COMPREHENSIVE PLANA
WHEREAS, the City of Otsego has the authority and responsibility under Minnesota
Statutes 462 to prepare and adopt comprehensive plans for the purpose of guiding and
directing future growth and development of the community; and,
WHEREAS, the City last adopted the last complete update of the Otsego
Comprehensive Plan on 22 November 200 4; and,
WHEREAS, the Cit} has determined that new planning and growth management
ent
issues have emerged in the community that require review and establishment of new policy
and plans; and,
WHEREAS, the City Council authorized preparation an update of the Otsego
Comprehensive ensive Plan; and,
WHEREAS, an update of the Comprehensive Plan dated 10 December 2010 has
been drafted; and,
WHEREAS, a duly noticed public hearing on the update of the Otsego
Comprehensive Plan was held by the Planning Commission on 19 November er 20 2 to
solicit public comment and input on the proposed goals, policies and plans outlined therein;
and
WHEREAS, the Otsego Planning Commission, following the close of the public
hearing, recommended by a -o vote that the City Council approve the update of the
Otsego Comprehensive Plan as presented; and,
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Otsego
that the update of the Otsego Comprehensive Plan dated 10 December 2012 is hereby
approved, adopted and in full force and effect.
