Amendment to a Contract No BACKGROUNDMUSTIFICATION: At the January 16, 2016, Public Works Subcommittee meeting, it was agreed that additional engineering services were needed for West WWTF Digester Improvement project and the Subcommittee recommended Council approval. That final step of Council approval was inadvertently missed; thus, the request for Council approval now. Below is a summary of the matter from Scott Schaefer, AE2S: Three alternates were bid with the West WWTF Digester Improvements. Alternates 2 and 3 were controls and SCADA alternates, which were added to the scope of the project during the detailed design after it was determined that planned upgrades could be delivered more cost effectively as part of the digester upgrades. The additional scope and engineering effort was discussed at the Public Works Sub - Committee on January 19th, 2016, and the decision was made to move forward with the potential alternates. The work was completed for the bid package, but the engineering time was accounted for in a separate Oroject number that has not yet been incorporated into the design contract/billing in the accounting system. Request to approve the amendment for this work in the pre -determined amount of $10,000. Note that Alternate 1 was an odor control until, and the scope increase was handled under a pre-existing Interim Odor Mitigation job/task number. General Summary of Control Alternates Alternate 2 and Alternate 3 were added to the project relatively late in the design process as it was realized that potential savings could be realized with an upgrade of the West WWTF main PLC controls (Alternate 2) and that the city-wide SCADA system should also be upgraded (Alternate 3). II. Alternate Cost Summary a. Base Bid Cost of PLC: $38,000 b. Alt 2 = $50,400 increase over base bid c. Alt 3 = $8,600 increase over base bid III. Base Bid Package a. Bid Scope i. Control Panel SCP-2 Upgrades (new PLC, new operator interface, new Ethernet switch, new radio, installation) $14,600 iii.
