RECOMMENDATION:
City Staff recommends approval of the proposed Minor Work Order No. 4, in the amount of $24,069.75
(100% City cost, no County) to construct an infiltration layer outlet system for storm pond No. 5 near the
Valerius Meadows property along 70th Street/CSAH 37 Improvement Project.

BACKGROUND/JUSTIFICATION:
Storm Pond #5 located along the south side of the 70th Street/CSAH 37 project, on the Valerius Meadows
property, has been holding water without draining down as designed. Many discussions and site visits
have occurred since February 2016 and a few options have been presented to the Council and affected
property owners.
The previous option presented to and approved by the City Council required replacing the plugged
draintile (being used by the pond as an outlet) with 1,285 feet of new draintile from the pond to the
existing discharge point to the southeast. This option required a temporary easement to construct the
draintile. This option was rejected by the property owners as the installation of the new draintile would
have required an agreement in which the draintile would have been turn over to the property owners to
use and maintain. A quote of $19,734.00 was receive from Fehn Companies, the general contractor of
70th Street project, was received. It should be noted that this option probably may have incurred
additional costs to repair existing draintile that would have been cut/damaged by installing the new
draintile across the farm fileds.
The current option is to provide an infiltration layer outlet system for the pond. A soil boring was done
directly adjacent to the pond and it was found that the glacial washout (sand and gravel) is approximately
21' below the bottom of the pond. The clay material below the pond will be removed down to the more
pervious glacial washout. This will allow storm water to drain through a layer of gravel and into the glacial
washout. During stretches of dry weather it can be expected that this pond will be completely dry.
Attached is the construction plan showing the work necessary to construct the infiltration layer. Also
attached is the Minor Work Order No. 4 which details the work necessarv. Most items we had contract
unit prices for with the exception of the Mobilization, Dewatering, and Hauling and Disposing of the
Excess Material. Staff negotiated with general contractor, Fehn Companies, for these prices. The
estimated cost for MWO #4 is $24,069.75. MNDOT has stated in writing that the work would be State Aid
eligible.

At the direction of the Engineer, the Contractor performed the extra work as described
below necessary to fully complete the Project as contemplated and within the allotted
time frame.
Pond #5 is not draining as designed due lack of flow through the existing
downstream draintile. To provide the pond with an adequate outlet an infiltration
layer shall be excavated and installed from the bottom of the pond to the Glacial
Washout below the pond. A soil boring was done at the pond location and the
Glacial Washout material was located approx. 21' below the bottom of the pond.
The pond shall be dewatered prior to any work taking place. The newly placed 8"
draintile shall be disconnected from the existing draintile in two locations. The
existing draintile shall be restored (i.e. plugged or sleeves) to previous conditions.
This work shall be paid as Item 2502-Drainage System. A 5' wide trench shall be
dug from the bottom of the infiltration ring to below the Normal Water Level and filled
with granular borrow (1 CY) to provide drainage from the pond infiltration ring.
The infiltration area shall be excavated (747 CY Muck Excavation) to the dimensions
and elevations shown in the attached Exhibit. Some of this material (385 CY) shall
be used to create a berm along the east end of the pond. All excess material shall
be hauled and disposed of off -site (363 CY).
All areas shall be restored including 4" of topsoil filter material (32 CY) over the
infiltration area. This topsoil filter material shall be paid as Item 2105 Granular
Borrow as it was with the original contract.
The final competition of the project will be extended from June 15th, 2016 to July 1St
2016 though the paving of the final lift of bituminous wear course shall still be
completed by June 15' , 2016.
