RE: Norin Landing
Background:
Pursuing grant opportunities for the construction of Norin Landing was a goal that the
Parks and Recreation Commission identified during the planning process in February.
Through reviewing the program manual for the DNR's Outdoor Recreation Grant staff
identified the need to work with a consultant to assistant with the grant process.
Staff contacted SRF Consulting Group, Inc. and requested them to provide a proposal
for assisting City Staff with the grant writing process, their proposal is attached to this
memo. Based on their proposal SRF will:
Review the FY 2018 Program Manual
Prepare draft documents for the grant application
Prepare a location map and site plan
Prepare a site evaluation plan that will include endangered species, wetland
impacts and environmental impacts
Their proposal does state that the application will be prepared based on the 2009 site
plan. The Parks and Recreation Commission and the City Council will have an
opportunity to review and update the current site plan and make any changes if
needed.
SRF Consulting Group is proposing to provide these services for $2,442 which includes
both time and expenses. The City has used SRF for park development services many
times in the past with the most time being the construction of Northwood Park.
Conclusion:
Staff is requesting that the Parks and Recreation Commission review the material
included in this memo and provide a recommendation to the City Council on how to
move forward with contracting with SRF Consulting Services, Inc. to provide grant
writing services for the construction of Norin Landing.
