Recommend adoption of the revised Seasonal, Temporary, and Part-time Pay plan as attached with
retroactive pay increases for three long-term Streets and Parks employees and for the Document
Imaging Assistant.

BACKGROUND/JUSTIFICATION:
On April 28, 2014, the City Council approved a Seasonal, Temporary, and Part -Time Pay Plan. The
adopted plan included a provision to reward returning employees that performed well and an
agreement that the plan should be adjusted annually by the same pay adjustment percentage applied to
the City Pay Plan for regular employees. The labor market has tightened making it more difficult to
attract seasonal employees and the market and the minimum wage law have pushed pay rates higher.
The City completed revised the pay plan for other employees; thus, the adjustment to that pay plan was
not easily transferrable or applicable to this pay plan. As a result, the Seasonal, Temporary, and Part -
Time Pay Plan has not been adjusted since 2014. Therefore, the City has several very valuable long-term
employees that are paid below market rates.
At the June Administrative Subcommittee meeting staff presented recommendations for updating the
plan to reflect current market wage rates and to retroactively increase pay rates for long-term seasonal
maintenance employees' and document imaging assistant. The Administrative Subcommittee concurred
with the proposed pay plan and retroactive pay and recommends approval.
The current and proposed Seasonal, Temporary, and Part Time Pay Plans are attached for your review.
The proposed pay plan incorporates the following changes:
1. The two current positions, Seasonal On -Call Snow Plow Operator and Seasonal Laborer, are combined
to one Seasonal Maintenance position, which would include all streets, parks, and utilities seasonal
maintenance workers. At the time of hire, department heads would have discretion to place an
employee in the position's pay range based on experience and value to the City.
2. The new pay range for Seasonal Maintenance is wider than before to reward long-term employees
who consistently return each season. Annual increases of $.50 to $1.00 per hour may be granted to
employees who have performed satisfactorily as determined by their department head and city
administrator. The value of employees who return year after year can't be overstated; there is no
training period, they are responsible, they are able to assist in training and guiding less experienced
seasonal employees, and they require much less supervision than new employees. A small increase in
pay to retain and reward these employees returns far more than it costs.
3. A pay range for Document Imaging Assistant position has been added. This was originally thought to
be a temporary position; however, because of the volume of files yet to be scanned, this position will
remain filled for the near future. The current employee has been in the position just over one year.
Assuming adoption of the proposed pay plan as outlined above, retro-active pay increases are
recommended for three long-term streets and parks employees and the document imaging assistant as
follows: Jim Gornick, Dirk Udee, and Rene Metcalf to $15.00 per hour retroactive to beginning of 2016
seasonal position and Karri Jackett to $14.00 per hour retroactive to her employment anniversary.
