Call to Order.
Mayor Jessica Stockamp called the meeting to Order at 7:00 PSI.
Roll II: Mayor Jessica Stockarnp; uncilmembers: vera Heidner, Jason v rehrme, Doug
Schroeder and Torn Darkenwald.
Staff: Lori Johnson, City Administrator; Andy MacArthur, City Attorney; Ron Wagner, City
Engineer and Tari LOff, City Clerk. City Planner Daniel Licht arrived at 7:21 Wit
Pledge of Allegiance. Mayor Stockamp led in the Pledge of Allegiance.
,1. Open Forum.
Patric Connelly, 8020 Pal gren Avenue NE, said he was cited for an unlicensed vehicle and was
assessed in the amount of $3,100. Mr. Connelly said he found a leiter from the City in his
newspaper holder was not are of this Of citations prior to this. He also said the letter had the
wrong spelling of his name and the wrong property identification number, fir. Connelly Is asking
the City Council to amend the assessment* City Administrator Johnson said City staff has spoken
with Mr. Connelly and the City Planner is working on gathering the information, She stated
staff will work with fir, Connelly and ging back to the City Council On March 11 if necessary.
CM. Darkenwald asked the date On the letter. fir, Connelly said March 22, 2012. CM [arenald

Heather Elder, New liver Medical Center Representative, gave a hospital update.

City Administrator Johnson requested to add schedule the Board of Equalization meeting and
Change of Classification for Finance Assistant II position under staff updates.
CM 1 arehime asked on item 3.7 if a deposit is required, Councilmember Schroeder said Yes.

City Engineer Wagner said he received a call from the Specht's and Brian Be udry with general
project questions, City Engineer v gn r presented the staff report.
Mayor Stockrp opened the Public Hearing at 7:28 PNM.
Kathy Wur Inger, 7846 L Be ux Avenue NE, , said she has concerns with frost boils stating they
move around every year and questioned who will be responsible for repairs if the frost bolls
return. City Engineer said the paving of the street will help eliminate the frost bolls because
new base will be put in those areas before the surface Is paved. Ids. Wur inger asked ghat
culverts would be replaced. City Engineer Wagner said the culverts under the driveways and
under 77th Street will be replaced. lis. 11 urzinger said she is concerned because the grater
drains but it doesn't keep up and asked ghat size culverts will be used? City Engineer Wagner
said 15 inch. Ids. 1uringer said she has decorative brick along her edging and questioned if it
will be restored. City Engineer Wagner said that the bricks would be set to the side and the
property owner could replace thorn or have them replaced. Ids. Wurzinger asked hair rail
delivery would be handled during the project. City Engineer Wagner said the street should be
open for residents to get through but a bank ofmailboxes would be set up along 77th Street if
needed. fps. Wur Inger said she would like to request the speed limit: to be lowered on that
service road. CM Heidner said State lave sets the speed limit at 30 MPH. CM Schroeder
recommended contacting the Wright County Sheriff to monitor. Ms. Wurzinger questioned hoe r
marry years the assessment will be for. Mayor Stockar p said that has not been decided at this
point.
Casey McShane,, 7676 LBeux Avenue NE,, stated the speed on the frontage road Is
tremendous. He feels the road would not have the problems it does if it werent for the Pleasant
Creek Development. Mr. McShane said when the 77th Street was put in that hes caused
drainage issues on his property. lair. McShane ne questioned why this project Is being done. City
Engineer said that some residents have contacted the city regarding drainage and street Issues
due to frost boils and soft areas over the past several years; the current roadway consists of
gravel surface and gravel costs more money to maintain. Mrs McShane asked for the amount of
money or hours staff spent to maintain. City Engineer Wagner said the Street Maintenance
Supervisor would provide the information at the next r eeting on this project. lir. McShane
ne
asked If 77th Street will be Crider and will the street width extend to the north or south
properties? City Engineer Wagner said that the strut will be wider but that the improvements
will occur within the existing right-of-way. Mr, McShane questioned if this improvement would
really raise his property value as stated in the appraisal information. City Attorney MacArthur

spoke on the appraisal information as it relates to assessment processes. Mr. McShane said he
is against the project.
Carol Fernhl, 7514 Labeaux Avenue NE, asked where her husband will be able to park his
semi -trailers. City Planner Licht said semi -trailers are not allowed to be parked on residential
property and that the existing emir trucks are in violation of the Zoning Ordinance and could
be subject to enforcement. Ids. Fernholz said she agrees the water problem started with
townhouse devel pment, FIs. Fernholz also stated it will be an inconvenience for a lot of thein
just to get to her property due to the access closure. She stated the ditch in front of her house
has been changed so much with all the utilities that have come in. She said when the gas line
as put in the pipe in her yard was left hanging out. City Engineer Wagner said he will check on
this and have the provider take care of this. ids. Fernholz said she is against the projectft.
Mayr Stockamp closed the Public Fearing at 8:03 PM,
1 Feidner asked if the project neap shows additional right of way for 80th Street and
Street. City Engineer Wagner said yes. Cif 1 arehir e recommended having the Street
Maintenance Supervisor gather the information on the maintaining the gravel road. The City
Council agreed*
CM Darken ald said the frost bolls seem to be a big issue he asked the City Engineer how
they will identify where these are. City Engineer Wagner said the best way is in March or April
to drive a loaded truck down the read to identify the poor soil areas.
M Heldner asked if the road would be completed all at Dace. City Engineer Wagner said there
would be a total of 3 inches of asphalt; they would install 1 1/2" and then come back and do the
other 11' in a couple of creeks.
Mayor Stockamp said regardless of this project that City staff should look at Mr. cShane's
catch basin issue.
M Darkenwald said a fear issues have been raised and recommended bringing back to the City
Council in March once the items are gathered. The City Council agreed.
CM Darkenwalld motioned to close the Public Hearing and bring back to the March
11f 2013 City Council meeting the information requested. Seconded by CM
Wr him . All in favor. Motion carried.

City Engineer Wagner gave an update. Mayor Stockamp asked that a letter regarding Wright
County project on County Road 42 at the Elementary School also be sent to the school district
officer City Administrator Johnson stated a letter had been sent to the Otsego Elementary
school principal and copies would be sent to Mr. Bezek and the School Board.

City Planner Licht presented the staff report.

to the HPC park history sign project in the form presented. seconded by CM
Schroeder. All in favor Motion carried.
6.2 Consider Ordinance 2013-09 amendinci the Cily Code to revise provisions related
to water and sewer availability charges,
City Planner Licht presented the staff report, City Engineer Wagner r vi d the changes on
ars updated development fee survey.
CM Heldner motioned to adopt Ordinance 2013-09 amending the City Code to revise
provisions related to water and sewer availability charges. seconded by CM
Schroeder. All in favor. Motion carried.

CIVI Heldn r said under iters 3,6 we approved background checks for employees and City
appointments arid volunteers. Cil H idn r said although it cannot bo required he would like the
City Council volunteer for a background checks. City Administrator Johnson added that staff` is
considering using ars outside firm to conduct the background checks and that a proposal may be

City Clerk L fI~ said today she received from Wright County a tentative meeting date of April ,
2013 at 5:30 PM for the Board of Equalization meeting. City Council agreed. CM H idn r
recommended the City Council rooting that right be kept as light as possible in case the Board
f Appeal and Equalization meeting ruts long.
8-2 Change of Classification for Finance Clerk 11 Position.
City Administrator Johnson r view d the request received today from. Sire Frisch, Finance
Assistant II, to reduce her hours from 40 to 25. Ms, Johnson stated that the approval if granted
gigs management the right to sot the work schedule, benefits are prorated per the personnel
policy, and that the position can't be charged back to full time without City Council approval.
She recommended the Council accept the request and reclassify the Finance Assistant II
position to part time effective April 1, 2013.
