RE: Norin Landing Grant Writing Proposal and Concept Management
Background:
Staff presented two separate items that both involved the construction of Norin Landing
Park at the June, 2017 Parks and Recreation Commission meeting. The first item
centered around SRF providing professional development services for Norin Landing and
the second involved a grant writing proposal from SRF Consultants.
There is currently $40,000 in identified in the City's 2016 Capital Improvement Plan for
the planning phase of Norin Landing. SRF had submitted a quote in November 2015 for
$29,700 which covers a broad range of services to include developing 2 concept plans,
prepare estimated construction costs, prepare construction documents, and prepare a
Stormwater Pollution Prevention Plan (SWPPP). Commissioners voted to table this item
until July and vote on it at the same time the grant writing proposal would be voted on.
The second item that the Parks and Recreation Commission reviewed was a proposal
from SRF for grant writing services for Norin Landing. Commissioners had questions
regarding SRF's qualifications and grant writing success rate. After further discussion,
Commissioners voted to table this item and directed staff to bring back a another
proposal for grant writing so Commissioners would have comparison data at their
disposal.
Staff contacted WSB & Associates to provide a grant writing proposal which was
submitted on July 12, 2016. The proposal contains a proposed time frame, scope of
services provided, and resume' for a quoted amount of $3,500.
Staff was directed by the Commission to inquire further SRF's resume' in regards to
grant writing. Staff did receive that information and included it with this memo. Staff
has also included SRF's proposal which also contains a scope of services provided, and
a resume' for a quoted amount of $2,442.
Conclusion:
Staff is requesting that the Parks and Recreation Commission review the material
included in this memo and provide a recommendation to the City Council on how to
move forward with the professional development services and grant writing services for
the construction Norin Landing.
