Staff recommends having Omann Bros. Paving, Inc. complete two large patches and six smaller culvert
heaving repairs and having Northwest Asphalt & Maintenance complete additional crack sealing this fall.

Staff has identified a number of patches that need to be made. Two of the patches are larger in nature
and are located in Kittredge Crossings and at the intersection of 85th St./ Page Ave. The patch in
Kittredge is a full depth bituminous failure where the intersection of 85th St. / Page Ave. is more of a
cosmetic and ride quality repair. Staff is recommending that we contract this patching out to a
contractor that has the proper tools/equipment to perform the job.
Staff has requested quotes from Omann Bros. Paving, Inc. and ACS (Asphalt Concrete Solutions) to
perform the patches and we have received quotes of $16,455.41 and $17,587 respectively. Staff has
also identified six locations where culverts have heaved over time and the blacktop/subgrade has not
settled. The blacktop needs to be removed full depth to remove the hump and patched to the proper
grade. We have consulted with Omann Bros. Paving, Inc. for a supplemental quote to perform the work
on those six patches at the same time as the other larger patches for the price of $14,448.50. This quote
was reflective of their pricing for the two larger patches. Total price for this contracted patching to be
performed is $30,903.91 which is under the $60,000 budget for contract patching which leaves
$29,096.09 for infrared patching or other repairs as needed.
The 2016 CIP Street Maintenance budget is $476,066. This amount is used to fund all street
maintenance projects based on evaluations of street conditions. At the July 19th Public Works
Subcommittee meeting, there was conversation about the need to amend the crack sealing contract
because the initial contract did not include enough product to crack seal all streets in need of repair.
The 2016 Crack Sealing project was $75,000 and staff anticipates that we could easily use an additional
$50-75,000 in crack sealing repairs and maintenance. Doing additional crack sealing in a proactive
manner will certainly prolong the life cycle of streets and potentially reduce the amount of
sealing/patching that will need to be done in the future.

contracted repairs as needed. The Public Works Subcommittee was presented with this information at
the July 19th meeting and recommended that it be placed on consent agenda for approval.

The City has established a street maintenance program to maximize the useful life of street improvements within the City to maintain access,
ensure safe travel and minimize maintenance costs for the City and property owners.
The Street Maintenance Program includes seal coating using both new or salvaged rock, fog sealing; crack filling; repainting of directional stripes
and traffic markings; and minor patching
