City staff recommends approval of a Special Event Permit for Rockwoods Jamfest 2016 on 12 August
2016.

BACKGROUND/JUSTIFICATION:
Rockwoods Grill is planning to hold the their annual Jamfest outdoor music event on Friday, 12 August
2016. The proposed event requires a Special Event Permit in accordance with Section 7-5-3 of the City
Code. Event details are summarized as follows:
■ Gates open at 4:00 PM with the performances ending by 12:30AM.
■ The event is only within the Rockwoods property and a portion of the Crestliner building, as well
as parking on the Lefebvre property at the north terminus of Quaday Avenue.
■ Alcohol will be sold from stations within the concert area pending documentation of a State
issued catering license for Rockwoods. The organizers have developed a plan with controlled
entry to the site and an ID checking and monitoring plan for the event and will be meeting with
City staff and the Wright County Sheriff's Office for approval.
■ Parking will be provided on the Richard Lefebvre property to the north and an exit plan has been
developed by the organizers and Wright County Sheriff's Office to disperse traffic after the
event.
■ Security is being coordinated by the organizers with the Wright County Sherriff's Office and ASIA
Security. An ambulance will be required to be stationed on site to support the first aid station.
The organizers must notify the Elk River Fire Department of the event.
■ Section 7-5-5.0 of the City Code requires that the organizers mail notice of the event to
surrounding property owners. Based on the scale of the event and recent noise complaints
regarding outdoor music at Rockwoods, City staff recommends a mailing radii of at least 2,500
feet from the property. Notice is required to be mailed a least five days prior to the event and
the organizers will be required to submit the addressed and posted notices to City staff by
August 1.

FINDINGS: Based upon review of the application and evidence received, the City Council of the
City of Otsego now makes the following findings of fact:
A. Requests for special event permits are subject to the provisions of Chapter 7, Section 5 of
the City Code.
B. The event application submitted by Rockwoods Grill is incorporated herein.
C. The Request for Council Action prepared by the City Planner, The Planning Company LLC,
is incorporated herein.
DECISION: Based on the foregoing information and applicable ordinances, the application is
hereby APPROVED subject to the following conditions:
Any modifications to the submitted site plan for activities on and off site shall be subject to
review and approval of City staff.
2. On -sale liquor shall comply with Chapter 7, Section 3 of the City Code and any violations
thereof shall be enforced subject to Section 7-3-11 of the City Code.
3. The applicant shall provide for mailed notice to all properties within two thousand five
hundred (2,500) feet of the subject site with addressed and stamped envelopes or post cards
delivered to City staff by 1 August 2016.
5. The applicant shall provide documentation from the property owner of PID 118-500-154400
allowing off-street parking upon these premises for the event.
6. All event signs shall comply with Section 37 of the Zoning Ordinance including issuance of a
sign permit.
