No. No. BACKGROUND/JUSTIFICATION: Rockwoods Grill is planning to hold the their annual Jamfest outdoor music event on Friday, 12 August 2016. The proposed event requires a Special Event Permit in accordance with Section 7-5-3 of the City Code. Event details are summarized as follows: ■ Gates open at 4:00 PM with the performances ending by 12:30AM. ■ The event is only within the Rockwoods property and a portion of the Crestliner building, as well as parking on the Lefebvre property at the north terminus of Quaday Avenue. ■ Alcohol will be sold from stations within the concert area pending documentation of a State issued catering license for Rockwoods. The organizers have developed a plan with controlled entry to the site and an ID checking and monitoring plan for the event and will be meeting with City staff and the Wright County Sheriff's Office for approval. ■ Parking will be provided on the Richard Lefebvre property to the north and an exit plan has been developed by the organizers and Wright County Sheriff's Office to disperse traffic after the event. ■ Security is being coordinated by the organizers with the Wright County Sherriff's Office and ASIA Security. An ambulance will be required to be stationed on site to support the first aid station. The organizers must notify the Elk River Fire Department of the event. ■ Section 7-5-5.0 of the City Code requires that the organizers mail notice of the event to surrounding property owners. Based on the scale of the event and recent noise complaints regarding outdoor music at Rockwoods, City staff recommends a mailing radii of at least 2,500 feet from the property. Notice is required to be mailed a least five days prior to the event and the organizers will be required to submit the addressed and posted notices to City staff by August 1.
