At the July 11 City Council meeting, the City Council directed staff to prepare a resolution for adoption
that recommends drafting of a JPA for fire services between the cities of Albertville and Otsego. The
attached resolution is identical, with the exception of city and signer names, to the resolution that was
approved by the City of Albertville on July 18. As agreed, the Albertville City Attorney will draft the
initial version of the JPA.

RESOLUTION RECEIVING SHARED SERVICE FIRE STUDY AS PREPARED BY
SPRINGSTED AND DIRECTING FURTHER REVIEW AND NEGOTIATIONS OF THE
TERMS OF A JOINT POWERS AGREEMENT
WHEREAS, the City of Albertville and the City of Otsego; hereinafter referred to as the "Cities"
have received a Shared Services Grant from the State Fire Marshal Division of the Department
of Public Safety to study the feasibility of a Joint Powers Agreement (JPA) for fire service,
WHEREAS, the Cities contracted with Springsted, Inc. to study the feasibility a JPA for fire
service; hereinafter referred to as the "report", and the Cities have received and reviewed the
report prepared by Springsted, Inc.;
WHEREAS, upon review of the report, the Cities are aware that certain statements and
components of the report do not necessary or accurately depict the positions of either city, and
the report shall not be misconstrued as the official position of either city,
WHEREAS, the report does not examine the financial feasibility of a JPA for each city,
WHEREAS, the Cities desire to continue to research the formation and terms of a JPA.
NOW, THEREFORE BE IT RESOLVED, the City of Otsego hereby authorizes and directs staff
to engage in the following activities to explore further the formation of a JPA:
1. Work with respective city attorneys to address differing positions specific to terms of a
JPA
2. Perform Financial analysis
3. Other research and communication needed to provide the City Councils with the pros,
cons, risks, benefits, costs, liabilities, future implications, and other pertinent information
necessary to make an informed decision about entering into a JPA
4. Continue to provide information to the Albertville -Otsego Joint Fire Advisory
Committee for general discussion and preliminary input
5. Create a Draft JPA, when both groups are ready
