ITEM 2.1ITEM 2-1 OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER July 18, 2016 7:00 PM Call to Order. Commissioner Thompson called the meeting to order at 7:00 PM. Roll Call: Commissioners: David Thompson, Roger Mord, Richard Nichols, and Alan Offerman. Absent: Chair Pam Black and Commissioners Jim Kolles, Aaron Stritesky and Steve Schuck. City Council: Vern Heidner. Staff: Daniel Licht, City Planner and Connie Schwecke, Administrative Assistant. 1. Announcements: No Announcements. 2. Consider the following minutes: 2.1 June 6, 2016 Planning Commission Meeting_ Commissioner Mord motioned to approve minutes as written. Seconded by Commissioner Offerman. All in favor. Motion carried. 3. Public Hearing item: 3.1 Martin Farms 4th addition: A. PUD - CUP and preliminary plat of 99 single family lots and HOA community building. City Planner Licht presented the Planning Report. Applicant, Paul Tabone, Lennar Corporation, had nothing to further to add to the planning report. Commissioner Thompson opened the Public Hearing at 7:12PM. Troy Derosier, 11893 74th St, Otsego, stated he lived on north side of Martin Farms, west of MacIver Avenue. Mr. Derosier also stated his concerns that his children do not have direct access to the proposed HOA pool and would need to cross MacIver Avenue to get to either the existing pool or proposed pool. City Planner Licht stated that City could look into the ability of adding a private trail or sidewalk on the west side of MacIver Avenue between 73 Street and 74th Street. Commissioner Nichols questioned the proposed wetland setbacks. City Planner Licht explained that Lots 1, 5, 6, and 8-10, Block 1 have a narrow depth between the wetland and fixed street location. Commissioner Nichols stated that it would affect these few lots and Mr. Licht agreed. Commissioner Nichols questioned the front setback of feet on all buildings and if the City was planning to change the standard setback requirement in the R-5 and R-6 zoning. City Planner Licht stated the Planning Commission has discussed doing this based on past approvals. Commissioner Thompson questioned if the 25 foot setback was from the sidewalk or the street. City Planner Licht stated the setback is 25 feet from the street right-of-way and an additional 16 feet to the curb. Commissioner Nichols questioned the applicant if the Next Gen homes were on one level and had a basement. Mr. Tabone stated the Next Gen suite is on the same level and these homes do come with a basement option. Commissioner Nichols asked if these Next Gen suites had a sleeping and common area. Mr. Tabone stated the suites had a sleeping area, common area, and small kitchenette. Commissioner Thompson questioned how to extend the utilities of the Next Gen homes if a buyer wanted to add a suite later. Mr. Tabone explained that the Next Gen homes come with the Next Gen suite with one utility service into the home to accommodate multi -generational living. City Planner Licht stated that looking at this house from the outside, it is not apparent that there are two separate living areas. Commissioner Nichols asked if the Next Gen had a larger footprint that the other models and Mr. Tabone stated yes a little larger. Commissioner Thompson asked if there was a minimum lot size to accommodate a Next Gen home. Mr. Tabone stated that they do have Next Gen homes that fit on 65' lots and 75' lots. Commissioner Nichols questioned the issue of someone running this suite as a rental. City Planner Licht stated that the City adds performance standards to the conditions of approval to that there is the ability to enforce if necessary. Commissioner Offerman asked if the closest park, with sidewalk access, would be Beaudry Meadows Park when development comes to the west. City Planner Licht said yes. Commissioner Nichols questioned since MacIver Ave is a main road, why the City did not add sidewalks or trails to both sides of the street. City Planner Licht stated it is the policy to have a sidewalk on one side of the street both due to initial cost and for long- term maintenance. Troy Derogier, 11983 74th St NE Otsego, stated his concern that the sidewalk off of MacIver Avenue is not cut out to the street and that children on bicycles have to jump 2 off the curbs. City Planner Licht stated that the Street Department is aware of this issue going to make that fix notwithstanding this development proposal. Jeanette Kurtti, 115285 70th St, Otsego, asked what the sizes of the proposed homes are. Mr. Tabone stated that the homes range from 2,000-3,500 square feet and the Next Gen add from 400-800 square feet to each house plan. Commissioner Thompson closed the Public Hearing at 7:29 PM. Commissioner Nichols motioned to recommend to the City Council approval of the Martin Farms 4th Addition Preliminary Plat and PUD CUP subject to the 14 conditions. Seconded by Commissioner Offerman. All in favor. Motion carried. 3.2 Wildflower Meadows, Outlot A: A. Preliminary plat and final plat of 26 single family dwellings. City Planner Licht presented the Planning Report. Applicant, John Blattman, 4247 117 Ln, Blaine, stated he had no comments regarding the planning report. . Mr. Blattman also stated that one lot is to be eliminated from Blocks 2 and 3. Commissioner Thomson opened the Public Hearing at 7:46PM. Karin Johnson 16624 72 d Ct NE, Otsego, questioned where the driveways would be in relation to the private driveway going through. City Planner Licht stated the driveways for the detached townhomes would be off of the private drive to the south, not 72nd Court shared with the existing townhomes. Commissioner Thompson questioned what the minimum size of the proposed garage is? Applicant, Mr. Blattman stated that the garages are a minimum of 22 feet by 22 feet and the association has control on outdoor parking. Mr. Blattman also said that each dwelling will include the laundry or utility room being reinforced as a safe room. Commissioner Thompson commented that he liked the idea of a safe room. Commissioner Nichols questioned the proposed 12 foot setback between the buildings. Mr. Blattman said that the reduced setback was needed to accommodate the option of disability accessible dwellings, which have wider hallways, doorways, etc. City Planner Licht suggested that the setback could be reduced only to provide for a disability accessible dwelling on a lot. Commissioner Nichols is an agreement to the modification. Commissioner Thompson questioned where the air conditioning units would be? Mr. Blattman stated the units would usually be tucked in behind the garages as far away 3 from the living areas as possible, but sometimes the units would be in the side setback. Council Member Heidner stated that when homes are close together, it is very difficult to get emergency equipment access in those side and backyards. Cynthia Lind, 16689 72 St. NE, Otsego, asked the Commissioners not to approve so many homes so close to each other. Commissioner Thompson added that the original plan had 114 homes and now there are 24 homes. Karin Johnson, 16624 72 Ct. NE, Otsego, asked the price ranges of the proposed homes. Mr. Blattman stated the homes start in the mid -200,000's and go up. Commissioner Thompson closed the Public Hearing at 8:03PM. Commissioner Mord questioned the seven foot side setback. City Planner Licht stated that the seven foot setback is the minimum necessary to allow for mechanical equipment to be located in a side yard and not encroach upon the five foot wide drainage and utility easement at the perimeter of all lots. Commission Thompson requested revising condition 2.0 to read: C. Provide an attached garage with a minimum width of 22 feet and minimum area of 480 square feet. City Planner Licht recommended that the table in condition 5 would be changed to read: 5. The following setbacks shall apply to all lots within the preliminary plat: Quenroe Ave./ Wetland Pvt. Interior Side(1) 72nd St. Drive Principal Attached Btwn. Bldg. Garage Bldgs. 25ft. 40ft. 25ft. 10ft. 5ft. 15ft. 1. The setback between buildings may be reduced to 14ft. for a dwelling designed as disability accessible, that which side yard shall be clear of all obstructions. Commissioner Nichols motioned to recommend to the City Council approval of a PUD -CUP and preliminary plat for Wildflower Meadows Villas subject to the 12 amended conditions. Seconded by Commissioner Offerman. All in favor. Motion carried. 4. Non -Public Hearing item: 4.1 Temporary Family Healthcare Dwellings. 0 City Planner Licht presented the Planning Report. Commissioner Offerman asked what City Ordinance prevents people from living in structures like this now. City Planner Licht stated that Section 16 of the Zoning Ordinance specifies dwelling unit restrictions. Commissioner Offerman motioned to recommend to the City Council to call for a public hearing to be held on August 15, 2016 to consider amendment of the Zoning Ordinance to address temporary health care dwellings. Seconded by Commissioner Nichols. All in favor. Motion carried. 5. Update on City Council actions. CM Heidner gave an update to the Commissioners on City Council actions. 6. Update on future Planning Commission Agenda items. City Planner Licht updated the Commissioners. 7. Adjourn. Commissioner Nichols motioned to adjourn. Seconded by Commissioner Mord. All in favor.
