There have been ongoing problems with a pond on 70th Street that is growing and is within 2 feet of the road. The pond is up and the water is not draining. The water has nowhere to go and is going to seep into the pavement and create a soft spot causing a problem. The City will have to deal with this and it will most likely be costly to tax payers. The large truck traffic through this area is not helping and Mr. Valerius feels that the cost for repairs should be on the developer. Mr. Valerius said he will be back for the next City Council meeting in two weeks with a few more issues to discuss. City Engineer Wagner said he will go out and check the elevations, stating that sometimes it looks closer than it actually is. If it is too close, it can be pumped. Mr. Valerius said if we continue to get more rain like we've been getting, the water level is going to ruin more crops. City Planner Licht said the only complaint was from residents north on Parrish Avenue and they are within the 2,500 foot notification area. Based on the low number of complaints, it is decided to keep it at the 2,500 foot radii, and this will keep it fair for all business in the area. Mayor Stockamp asked Streets Operations Manager Lamson to get these ready if City Council approves. CM Warehime motioned to approve a Special Event Permit for Rockwoods Grill on 12 August, 2016 subject to the six (6)conditions outlined in the permit as presented including the use of the jersey barriers and the 2,500 foot notice. Scott Schaefer of AE2S is present. Mr. Schaefer reviewed the projected Master Plan Study including cost range and what the scope would be. Each facility has an existing footprint. The flow split between the two will be determined through an evaluation of alternatives to try to optimize the City's wastewater treatment infrastructure, to better match the facility and try to get ahead of the infrastructure prior to the growth. The build out plan is first, the level of where we are going. The next level is usually looking at the 20 year CIP horizon, the growth patterns can be difficult to work with. How to get there is the scope of how alternatives work towards that long term vision. City Administrator Johnson said we have to address what we have, and in the best manner possible to address these odor issues. We ave tried several things but need to resolve the issue. Let's get the study going, it will help in the long run. There was discussion of how to get the odor issues more under control. City Administrator Johnson said this will be discussed more ITEM 3.2A at our Public Works Subcommittee meeting coming up. We are reactive this year and want to be proactive next year. Mayor Stockamp said input in important and we take this very seriously that this problem is not acceptable. Eric Terwey — 5590 Raintell Court NE, Otsego. Mr. Terwey asked if what the solids are being stored in now will be what used for liquids in the future. Mr. Schaefer said that the ultimate use of that tank will be used for future growth. Mr. Terwey asked if mixing can be done during off peak hours with a several week notice to residents that this would be happening. Utilities Operations Manager Neidermeier said that even during the night, residents have their windows open and in the process of mixing, gases are being released causing the odor. But, we can absolutely adjust the mixing times. City Administrator Johnson said that wind and wind direction are a huge factor in these odor issues and has communicated with several residents. If an email list of residents could be generated, we could keep in contact with those who want to be keep informed as to what is going on. Mayor Stockamp said this is something that can be discussed at the open house. Jeff Skoog, 5509 Radford Avenue NE, has heard concerns from neighbors questioning if there are any health concerns for kids playing outside and breathing in this air. Mr. Schaefer said in general, the wastewater odors generally should keep you safe. The reason for the odor is to keep you a safe distance away, to push you back. The perception levels is much lower than the health and safety concerns, so most of the compounds you are smelling are lower than normal levels of what would be a health and safety issue. CM Warehime asked if the noise issues from the digester is something that can be fixed. City Administrator Johnson said that there have been some adjustments and additional adjustments may be done and that this is something included in the plan. Utilities Operations Manager Neidermeier said they have tried to rent the same decimeter again but it is no longer available. He has taken other steps to get adequate readings and these readings meet the MPCA requirements. Jeff Skoog, 5509 Radford Avenue NE. Is it possible to enclose the digester with a cornfield around it to reduce the noise or does it need availability to exhaust? CM Schroeder said maybe use block or every other block that is filled with sand, this may reduce the noise. These are issues that can be discussed at the open house.
