ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? I No No BACKGROUND/JUSTIFICATION: The pay request includes work completed through July 30, 2016. The pay request has been reviewed by Scott Schaefer with Advanced Engineering and Environmental Services, Inc. (AE2S). Scott has signed the Engineer's Certificate for Payment section of the pay request, and thereby is recommending payment to the contractor. In accordance with Minnesota Statute §15.73, the contractor has opted to pledge a security in lieu of retainage. This security is being held in an account with Wells Fargo for the benefit of the City. This bond will take place of the customary 5% retainage withheld by the City, which at this stage of the project would calculate to $1,851. The security had a fair market value of $100,026 as of June 30, 2016.
