ITEM 5.1ITEM 5.1 TO: Parks & Recreation Commission FROM: Ross Demant, Parks and Recreation Director DATE: August 12, 2016 RE: Review the Concept for Norin Landing Background: The Parks and Recreation Commission at their meeting in July, 2016 voted unanimously to recommend that the City Council approve the proposals from SRF and WSB for park development and grant writing services. At the August 8t", 2016 City Council meeting, the City Council voted unanimously to approve these recommendations from the Parks and Recreation. The first step in the process for grant funding and park development is to review the current concept plan and determine what type of features, if any, should be added or deleted. There are several things to consider when deciding which features to include in this park: The park has been designated as a boat landing from the DNR, so incorporating a boat landing and parking would be vital. There is currently a neighborhood park located approximately a third of a mile away from this park. Lily Pond is located north of Norin Landing and currently has a trail connecting the two parks. So features such has playgrounds and sport courts may not be has vital to include at this park. Providing access to the shoreline for fishing is also something that appears to be a need at this site. The Parks and Recreation Commission may want to consider providing handicap accessibility and other sustainable features along the shoreline. Another unique feature of this park is that it is approximately 7.5 miles following the river from Carrick's Waterfront Park. A consideration in the future may be a way to connect the two parks and increase resident's use and awareness of the river. Another opportunity that may be of interest to the Commission is the opportunity to have a small gazebo type building to host small ceremonies or gatherings. Once an improved concept plan has been finalized, a community meeting to gather input from the entire community would be appropriate. This meeting would assist the Commission with gathering input and also satisfy one of the requirements for the grant. When the community input has been gathered and a final concept has been recommended from the Parks & Recreation Commission and approved from the City Council, WSB can begin to move forward with writing the DNR grant. Requested Action: Review the current concept plan and recommend additional features and services. Once the review is complete, propose a date to allow for public input on the concept plan. 2
