ITEM 3.3A Planning 8.1.2016 MinutesITEM 3_3A OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER August 1, 2016 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black. Commissioners: David Thompson, Roger Mord, Richard Nichols, Alan Offerman, Aaron Stritesky and Steve Schuck. Absent: Commissioner Jim Kolles. City Council: Vern Heidner. Staff: Liz Stockman, Associate Planner and Connie Schwecke, Administrative Assistant. 1. Announcements: No Announcements. 2. Consider the following minutes: 2.1 July 18, 2016 Planning Commission Meeting, Commissioner Thompson motioned to approve amended minutes. Seconded by Commissioner Nichols. All in favor. Motion carried. 3. Public Hearing item: 3.1 North Ballet Academy: A. Interim Use Permit for physical recreation (ballet school) within an 1-3 District. Associate Planner Stockman presented the Planning Report. Applicant, Katie Kocinski, 13686 93rd Street NE, Otsego, had no further comment to add to the planning report. Chair Black opened the Public Hearing at 7:05PM. Commissioner Thompson asked where the trash containers would be located. Mrs. Kocinski stated that the trash containers would be in a screened area not visible from the road. There were no public comments. Chair Black closed the Public Hearing at 7:08 PM. Commissioner Schuck motioned to recommend to the City Council approval of an interim use permit allowing physical recreation use subject to the six conditions outlined in the Planning Report. Seconded by Commissioner Stritesky. All in favor. Motion carried. 3 2 Zoning Ordinance amendment addressing Temporary Family Health Care Dwellings, Associate Planner Stockman presented the Planning Report. Chair Black opened the Public Hearing at 7:13PM. Commissioner Mord questioned how the City notifies the public for a Public Hearing. City Council member Heidner stated in newspapers and postings.on the City's legal bulletin board. Commissioner Offerman questioned if any other city has allowed this ordinance. Associate Planner Stockman stated no other city in the area has passed this Zoning Ordinance. There were no public comments. Chair Black closed the Public Hearing at 7:22pm. Commissioner Thompson motioned to recommend to the City Council adoption of an amendment to the Zoning Ordinance opting out of allowing Temporary Family Health Care Dwellings in accordance with Minnesota Statutes 462.3593, Subd. 9 Seconded by Commissioner Schuck. All in favor. Motion carried. 4. Update on City Council actions. CM Heidner gave an update to the Commissioners on City Council actions. 5 Update on future Planning Commission Agenda items. Associate Planner Stockman updated the Commissioners. 6. Adjourn. Commissioner Schuck motioned to adjourn. Seconded by Commissioner Mord. All in favor. Motion carried. Adjourned at 7:28PM.
