Recommend approving a Utility Department Lead Worker assignment to be utilized in the absence of
the Utilitv Operations Manager.

BACKGROUND/JUSTIFICATION:
Currently, the Utility Department is the only public works department that doesn't have a lead or
second in command position. To address that need, at the May Public Works Subcommittee meeting,
staff brought forward a request for a Utilities Lead Worker. Following discussion of the options and
need for a lead worker, the Public Works Subcommittee recommended a lead position assignment that
would be in effect only when the Utility Operations Manager is absent.
Attached is the proposed assignment description for a Utility Operations Lead Worker. Because this is an
assignment versus a full lead position, a new lead position description is not proposed. The lead worker
would be assigned on an as needed basis in the absence of the Utility Operations Manager and pay
would be adjusted during those hours only. The lead worker assignment as proposed would not
increase pay across the board; the proposed hourly pay adjustment is $2.00 per hour.
The attached description was reviewed at the August Pubic Works Subcommittee. The Subcommittee
agreed with the description and terms as proposed and recommended it be placed on the Council
consent agenda for approval.

Utility Operations Lead Worker
1. A Lead Worker will only be assigned when the Utility Operations Manager will be absent from
work for a full day.
2. A Lead Worker will be notified of the Lead Worker assignment by the Utility Operations
Manager as follows:
a. For planned absences such as vacation, advance written notice will be given to the
employee assigned as Lead Worker.
b. If the absence is unexpected, illness for example, an employee may be assigned as Lead
Worker by a phone call. Notification will be made as early as possible, but may be as
late as the beginning of the workday.
3. The Utility Operations Manager will notify the City Administrator and the Utility Billing Clerk of
his absence and inform staff of the Lead Worker assignment.
4. The Utility Operations Manager is responsible for determining who will be assigned as Lead
Worker.
5. The Lead Worker is in charge of the department during the Lead Worker assignment. This
includes:
a. Supervising all full and part time Utilities Department employees
b. Assigning work duties
c. Prioritizing projects
d. Making daily operational decisions
e. Ensuring all safety procedures are followed
f. Ensuring all department procedures are followed
g. Completing daily reports
h. Receiving call for service requests that occur after business hours and taking appropriate
action to respond
i. Responding to phone and email messages
j. Coordinating with the Street Operations Manager as needed
k. Notifying City Administrator and City Engineer of issues of importance
I. Providing an update to the Utility Operations Manager upon completion of the Lead
Worker assignment
m. Other duties as assigned by the Utility Operations Manager or City Administrator
6. The Lead Worker will receive $2.00 per hour for each hour served as Lead Worker
