RECOMMENDATION:
It is recommended by staff that the City Council approve a resolution setting public hearings for the
proposed assessments for the James Addition Street Improvement Project and Unpaid Special Charges.

BACKGROUND/JUSTIFICATION:
In accordance with Minnesota Statute §429.021, City staff has prepared a proposed assessment roll for
the James Addition Street Improvement Project. The funding for this project was a combination of
Pavement Management Fund resources (50%) and assessments to benefitting property owners (50%).
In accordance with Minnesota Statute §429.101, City staff has prepared a proposed assessment roll for
the Unpaid Special Charges incurred prior to September 151h 2016.
City staff has followed statutory notice requirements, and has published notice of the public hearings in
the September 24th, 2016 edition of the Star News, which is the City's official newspaper.
City staff has followed statutory notice requirements, and has mailed notice of the public hearings to
each affected property owner, with the respective notices being mailed on or before September 21",
2016.
The attached resolution will set public hearings to be held on October 10, 2016 at 7:00 p.m. in the
Council Chambers located at 8899 Nashua Avenue, Otsego, MN 55330.
After the public hearing is closed, the City Council will consider, and possibly adopt the proposed
assessment rolls.

SETTING PUBLIC HEARINGS FOR THE PROPOSED ASSESSMENTS
FOR THE JAMES ADDITION STREET IMPROVEMENT PROJECT
AND FOR UNPAID SPECIAL CHARGES
WHEREAS, in accordance with Minnesota Statute §429.021, City staff has prepared an assessment roll for
the James Addition Street Improvement Project; and
WHEREAS, in accordance with Minnesota Statute §429.101, City staff has prepared an assessment roll for
the Unpaid Special Charges as of September 15, 2016; and
WHEREAS, City staff has following statutory notice requirements, and has published notice of the public
hearings in the September 24, 2016 edition of the City's official newspaper, which is Star News; and
WHEREAS, City staff has followed statutory notice requirements, and has mailed notice of the public
hearings to each affected property owner, with respective notices being mailed on or before September 21,
2016; and
WHEREAS, the proposed assessment rolls are on file and available for public inspection at the City Cleric's
office, located at 13400 90'h Street NE, Otsego, MN 55330.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO,
NIINNESOTA:
1. Public hearings shall be held at 7:00 p.m. on October 10, 2016 in the Council Chambers located at
8899 Nashua Avenue NE, Otsego, MN 55330. The City Council will consider, and possibly adopt
the proposed assessment rolls. All persons owning property affected by the respective proposed
assessment rolls will be given an opportunity to be heard with reference to such assessment.
