Call to Order.
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder and Tom
Darkenwald. Councilmember Jason Warehime arrived at 7:02 PM.
Staff: Lori Johnson, City Administrator; Ron Wagner, City Engineer; Daniel Licht, City Planner;
Andy MacArthur, City Attorney; Adam Flaherty, Finance Director and Tami Loff, City Clerk.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.

4. Community Development:
4.1 Wildflower Meadows Villas Final Plat.
City Planner Licht presented the staff report.
CM Heidner motioned to approve a final plat for Otsego Wildflower Meadows Villas
subject to the conditions outlined in the findings of fact and decision dated
September 6, 2016 and adopt Resolution 2016-73 approving a development
agreement. Seconded by CM Warehime. Motioned carried 4-0. CM Darkenwald
abstained.

5. Administration:
5.1 Approve Position Descriptions.
City Administrator Johnson distributed hard copies to the City Council this evening and is
recommending tabling this item until the September 26 meeting.
CM Heidner motioned to table this item until September 26, 2016. Seconded by CM
Warehime. All in favor. Motion carried.
5.2 2009A Refunding Bond Issue.
Finance Director Flaherty presented the staff report; explaining the opportunity exists for the
city to refund one of its bonds and structure the new issue with accelerated principal payments;
in addition Jessica Green, Northland Securities, presented the options for structuring and issuing
the bond. After discussion the City Council concurred to negotiate the sale of the bond.
CM Schroeder motioned to direct staff to prepare a resolution that authorizes
Northland Securities to set the sale for the issuance of a refunding bond through
negotiated sale. Seconded by CM Warehime. All in favor. Motion carried.
6. City Council Reports and Updates.
CM Heidner asked when the digester project would be completed at the west facility. City
Administrator Johnson said the project is nearing the end and there is the opportunity for the
City Council to tour the facility the week of September 19th. It was concluded that the Public
Works Subcommittee will tour the west wastewater facility on September 20th directly after the
monthly meeting and Mayor Stockamp and CM Warehime will schedule a separate tour.
City Administrator Johnson gave a brief overview of the Wastewater System Master Plan Open
House scheduled for next Tuesday, September 20th at 6:00 PM.
Mayor Stockamp said Otsego Prairie Festival went well this past weekend and thanked the
Festival Committee.
CM Schroeder gave an update on the Northwood Park masonry.
Mayor Stockamp said she has been informed of some recent cars being broken into in her
neighborhood and juvenile activities at School Knoll and Beaudry Park. After discussion she had
with the Wright County Sheriff he is recommending the city review the park hours; currently the
city parks close at 11:00 PM. This item has been forwarded to the Parks and Recreation Director
and it will be reviewed by the Parks and Recreation Commission at their October meeting.
