09-12-16 Special City Council MinutesSPECIAL CITY COUNCIL MEETING CITY HALL SEPTEMBER 12, 2016 *7:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 8:22 PM. Roll CaII: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder, Jason Warehime and Tom Darkenwald. Staff: Lori Johnson, City Administrator; Adam Flaherty, Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer; and Tami Loff, City Clerk. 1. 2017 Budget Discussion. City Administrator Johnson stated that a revised draft General Fund budget has been prepared based on the changes made at previous budget work sessions noting that most of the revisions were minor. She further stated that Wright County as now provided an estimated tax capacity. She stated the estimate is considerably higher than the number used for previous levy calculations and that the new tax capacity with an unchanged tax rate generates approximately an additional $140,000 above the previous estimate. She stated that later in the meeting staff will review revised pavement management fund needs and explain how this $140,000 would help decrease the funding shortfall in that fund, fund unallocated capital items, or could be designated for a future fire station. Finance Director Flaherty reviewed a summary of the general fund budget for 2017 that has been updated per previous meeting discussions. He further presented the tax levy calculations for 2017. A list of CIP unfunded projects from 2017 through 2020 was discussed as well as a summary list of street pavement maintenance projects. After discussion it was concluded to bring forward a resolution in the amount of $5,650,040. This will give the option to go forward with some of the projected unfunded projects. A resolution to adopt the maximum levy of $5,650,040 will be brought to the City Council meeting on September 26. City Administrator stated that the required budget meeting would be set for December 12. Other CM Schroeder said he has been informed by some commercial contractors with concern on the commercial inspections being completed by Metro West Inspectors; the contractors indicated they felt the inspectors were not up to date on code changes and requirements for commercial construction. The City Council concurred for City Administrator Johnson to review the concern with Loren Kohen, Metro West Inspections. 2. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Warehime.
