Call to Order.
Mayor Stockamp called the meeting to order at 7:03 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner and Tom Darkenwald.
Absent: Councilmembers Doug Schroeder and Jason Warehime.
Staff: Lori Johnson, City Administrator; Ron Wagner, City Engineer; Daniel Licht, City Planner;
Andy MacArthur, City Attorney; Adam Flaherty, Finance Director and Tami Loff, City Clerk.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum.
Garret Senesac, 201 Cottonwood Avenue NE, St Michael and his rental property address is
16007 71st Street NE. Mr. Senesac is asking the City Council to re-evaluate their rental license
fee of $150; he feels it's too high and it is a revenue generated fee with the numbers he has
come up with. He explained he has been in contact with the City Administrator for request of
data which she provided. He further questioned the purpose of the license and what the fee
goes toward. The City Council and staff explained the program was put in place to protect the
property owner and the renter and that there is multiple staff involved in the process not just
the building inspector. After some additional discussion, the City Council directed back to city
staff to evaluate.

CM Heidner motioned to adopt as written. Seconded by CM Darkenwald. All in favor.
Motion carried 3-0.
3. Consent Agenda. (Non -controversial items).
3.1 Approve Claims List.

CM Heidner motioned to approve as written. Seconded by CM Darkenwald. All in
favor. Motion carried 3-0.
4. Administration:
4.1 Consider Resolution 2016-77 Refunding Bond.
This item is a follow up from the September 12 City Council meeting. Finance Director Flaherty
and Jessica Green, Northland Securities, reviewed the option to issue an advance refunding
bond. After discussion the City Council concurred to table until the full council is present.
4.2 Preliminary 2017 Property Tax Levy:
A. Adopt Resolution 2016-78 Reducing the Property Tax Levy for Taxes Payablelin
2017 in Relation to Debt Service.
B. Adopt Resolution 2016-79 Setting a Preliminary Property Tax Levy for Taxes
Payable 2017.
C. Motion to set the Truth in Taxation Public Hearing.
Finance Director Flaherty presented the staff report. It was reiterated that the City Council met
in five sessions for preparation of the preliminary tax levy and General fund budget. CM Heidner
said although it appears the city is levying more than years past, the tax rate remains the same
due to the valued added by new commercial construction. City Administrator Johnson said
correct there was a large increase in new value and further stated that the City Council focused
keeping the tax rate the same as last year. She stated that property with no value increase
would pay the same amount of City tax as this year based on the proposed levy.
CM Darkenwald motioned to approve Resolution 2016-78 reducing the 2017 Debt
Service Property Tax Levy. Seconded by CM Heidner. All in favor. Motion carried 3-0.
CM Darkenwald motioned to approve Resolution 2016-79 adopting a Preliminary
Property Tax Levy for Taxes Payable in 2017. Seconded by CM Heidner. All in favor.
Motion carried 3-0.
CM Heidner moved to set the Truth in Taxation public hearing for taxes payable in
2017 for 7:00 PM, on Monday, December 12, 2016 at Prairie Center, 8899 Nashua
Ave NE. Seconded by Mayor Stockamp. All in favor. Motion carried 3-0.
4.3 Approve Position Descriptions.
City Administrator Johnson presented the staff report.
CM Heidner motioned to approve updated position descriptions for all City positions
as previously distributed to the City Council and as on file with the Deputy
Clerk/Human Resource Generalist. Seconded by Mayor Stockamp. All in favor.
Motion carried 3-0.
4.4 Consider City Hall Reception Counter Modifications.
City Administrator Johnson presented the quote to update the City Hall reception area excluding
minor floor tile repair that may be needed and the steel security plates for a total project cost of
around $15,000. She stated the expanded counter is necessary to accommodate building plans
and the building permit staff. This item was reviewed by the Administrative Subcommittee and
recommended for approval. CM Darkenwald said Kinghorn has done excellent work for us in the
past.
CM Heidner motioned to approve a City Hall Building inspection and administration
reception counter remodeling project including the quote with interior Components
Group, Inc. for $11,573.00 with funding from the Building inspection Department

budget of the General Fund. Seconded by Mayor Stockamp. All in favor. Motion
carried 3-0.
5. City Council Reports and Updates.
5.1 Approve claim list for Metro Appliance Recycling.
CM Darkenwald motioned to approve the Metro Appliance Recycling claim list.
Seconded by CM Heidner. All in favor. Motion carried 3-0.
5.2 Commission Liaison Updates.
A. Heritage Preservation Commission Liaison Mayor Stockamp.
Mayor Stockamp said the HPC finished their paperwork from the conference and they are
continuing to work on the park signage.
B. Parks & Recreation Commission- NO MEETING.
C. Planning Commission Liaison CM Heidner.
CM Heidner gave an update on the Public Hearing items.
D. Public Safety Commission Liaison CM Warehime.
CM Warehime is absent. Mayor Stockamp said the commission reviewed the CERT information
and they are working on their next steps.
Other:
CM Heidner gave an update on the 7W Transportation meeting from last week.
Mayor Stockamp announced that City Administrator Lori Johnson has accepted another position
and submitted her resignation. Her last day will be October 27th. The City Council thanked Ms.
Johnson for her service. City Administrator Johnson thanked the Council for the opportunity to
serve Otsego. There was some discussion on Finance Director Flaherty filling in as interim
Administrator until the position is filled. Finance Director Flaherty requested time to consider the
appointment before the Council takes action.
6. Staff Reports and Updates.
City Administrator Johnson notified the City Council of the US Representative Tom Emmer's
Veteran Resource Fair to be held October 15th at the Monticello High School from 10:00 am to
2:00 pm.
City Administrator Johnson also reminded the City Council of the Kwik Trip ribbon cutting on
October 11th
