ITEM 4.1ITEM 4.1 TO: Parks & Recreation Commission FROM: Ross Demant, Parks and Recreation Director DATE: October 13, 2016 RE: Review the Concept for Norin Landing Background: The Parks and Recreation Commission at their meeting in August, 2016 voted unanimously to recommend that the City Council approve the proposals from SRF and WSB for park development and grant writing services. The City Council voted unanimously to approve the recommendation from the Parks and Recreation Commission at their August 8t", 2016 meeting. The Parks and Recreation Commission completed the first step of the planning process at their August meeting by completing the initial review and identifying features they would like to see at Norin Landing. Some of these features include relocating the storm water pond, adding solar lighting, taking out the black top trial and adding in a Class II type trail connecting the parking with only certain features, adding a fishing pier, boat dock, picnic tables, drinking fountain, and grills. SRF updated the concept design to reflect the comments by the Parks and Recreation Commission. The parking lot on the current concept design is currently still under review to ensure the best accessibility to the river and park. With keeping with the natural design of the park, SRF is reviewing option from different manufacturers on natural type play features, Tim Wold from SRF will be presenting some of these features at the October Parks and Recreation Commission meeting. Another feature that was discussed was connecting Norin Landing and Carrick Waterfront Park with a kayak rental system. This system is currently being used at the Minneapolis Riverfront, connecting North Regional Park to Boom Island Park. The system is currently administered by the National Park Service (NPS) and is available to the public Thursday -Sunday. The NPS currently pays an outfitter a per kayak rate to move the kayaks from the take-out to the put -in location when needed. People are able to rent the kayaks by going on-line and a paying the rental fee, once paid, they receive a code that they then input at the paddle station to get their equipment. 11 . oHL t,,R A. Requested Action: Review the current concept plan and recommend additional features and services. Once the review is complete, propose a date to allow for public input on the concept plan.
