Description
Water Tower #1 Rehabilitation
NOTE:
This project was adopted as part of the 2016 CIP as project 601-2016-01 in the amount of $428,600. As part of subsequent review of the project at
a Special City Council meeting on 1/11/2016, the project was moved to 2017. This was done so that the tower could be online all of 2016 and
provide support to water tower #3 during its scheduled cleaning as well as to meet the peak demand season.

Justification
Water Tower #1 has a 400,000 gallon capacity and was built in 1999. The tower was removed from service in 2010, as water supply needs for the
East system were met through the use of Water Tower #3. Growth within the East system has brought Tower #3 and its respective wells to near
capacity, requiring Tower #1 and its supply wells to return to service.
Inspections completed in 2015 indiciate the tower needs signficant rehabilitation both on the interior and exterior in order to be returned to service.
Tower #1 was dis-infected and was placed in service temporarily during 2016 to provide redundancy during the cleaning of Tower #3. However, in
order to permanently place Tower #1 into service, the rehabilitation needs to be completed.
It is expected the rehabilitation will provide 20-25 years of service life. The project has already been advertised for bids, and the contract awarded
to the low bidder of Osseo Construction on June 27, 2016. The breakdown of the project costs are below:

Installation of water main along Kadler Avenue from 70th Street to existing Well #7.
NOTE:
This project was discussed as far back as 2012 and was adopted as part of the 2016 CIP as project 601-2018-01. As part of subsequent review of
the project at a Special City Council meeting on 1/11/2016, the project was moved to 2017.

Justification
The City Engineer estimates that with the current rate of development, that the existing water system within the West District will reach its design
capacity of 1,918 REC's in 2019.
The City currently operates Well #7 on an individual system, which services the neighborhood of Riverwood National. This individual system is
reaching capacity and does not provide adequate water supply in the event of a fire.
The installation of water main along Kadler Avenue from 70th Street to the existing Well #7 solves both of the problems identified above.
Rehabilitation of the existing Well will also be completed to increase the capacity provided by the existing well.
It is also expected that the addition of public water services along Kadler Avenue will accelerate the development of the industrial sites in this area
of the City.

Justification
The 2015 Liquid Re Rate Review of the West Wastewater Treatment Facility by AE2S Engineering identified the need for aeration equipment to
meet Minnesota Pollution Control Reduncey Standards. The costs includes equipment purchase only, providing availability to install with minimal
downtime in the event of failure. The equipment provides mixing and aeration to the Oxidation Ditch used for biological treatment of the facility.

Pump replacement at Lift Station #3 (West WWTF).

Justification
Lift Station #3 is a triplex lift station maintaining three pumps for wastewater conveyance from the West Sanitary District to the West Wastewater
Treatment Facility. The last remaining 20 horsepower submersible pump installed during the original construction requires a sizing increase to
support flow needs. No additional control panel work is required as the 2015 panel modifications prepared for the upgrade.
