No No BACKGROUND/JUSTIFICATION: The East Wastewater Treatment Facility Storage Tank was reviewed for complete solids removal to mitigate future odors. The tank is designed as a process structure oxidation ditch, maintaining a flat bottom. Existing equipment does,not allow for complete mixing and solids removal for a full cleaning. Quotes for solids removal from this Storage Tank were requested from two contractors; one responded with the attached quote and another was unable to assist due to lack of necessary equipment. There are very limited contractors with the equipment and knowledge to complete the requested project. The included proposal provides mobilization, cleaning and removal with land application at a project cost of $41,794.00. Fergus Power Pump (FPP) was approved at the September 12th council meeting for Biosolids hauling and application this fall. The City has used FPP for application purposes in the past with excellent reviews. Staff provides recommendation of acceptance of the project. The Public Works Subcommittee reviewed the proposal at the October 181h meeting with recommendation of approval. City of Otsego will pump water from the oxidation ditch. Fergus Power Pump, Inc. will clean and remove the remaining material of approximately 150,000 gallons after annual land application. The material removed will be land applied and or as an alternative to transport the material to City of Buffalo Waste Water Treatment Facility. City of Otsego will be responsible for tipping and all other associated costs to transfer to City of Buffalo Waste Water Treatment Facility. To provide the most economical method for cleaning the oxidation ditch, Fergus Power Pump, Inc. proposes a project cost as follows: Mob & Demob (Lump Sum) $ 5,127.00 Cleaning, Removing, $28,567.00 Option 1: Transporting material from Oxidation Ditch to land application site $8,100.00 Option 2: Transporting material from Oxidation Ditch to Buffalo WWTF $8,100.00 The total project cost with either option is $41,794.00 along with tipping fees and all other fees for transferring to Buffalo as previously stated. This Project is estimated to take 40 -60 hours due to potential unforeseen possibilities and the project hours become more, those additional hours will be at $525.00 / hour. Upon receipt of Purchase Order, this proposal becomes a binding agreement between Fergus Power Pump, Inc. and City of Otsego.
