No No BAC KG R O U N DM U ST I F I CATION : The Wright County Sheriff's Office (WCSO), in updating the City on park vandalism and illegal activity, recommends revising the park hours established by the City Code to be consistent with what Wright County established at Otsego County Park. The City Code currently provides park hours from 5:OOAM to 11:00PM for City parks, whereas Wright County park allows park use from dawn to dusk. WCSO states that limiting the park hours to daylight times would aid them with policing the park after dark, which is when a majority of the issues happen. This topic was brought before the Parks and Recreation Commission at their October 18, 2016 meeting for discussion. The Commissioners voted unanimously to recommend that the park hours with the exception of the dog park and skating rink be adjusted as requested by WCSO. City staff has drafted an amendment to the City Code establishing park hours as being sunrise to sunset based on these terms being related to a specific published time that can be defined for enforcement purposes. Staff estimates that replacing the current signage to reflect the changes would cost approximately $1,000 which is currently available in the Parks Operating Budget under miscellaneous costs. THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN: Section 1. Section 6-7-3.A of the City Code is hereby amended to read as follows: A.
