09-19-16 Planning Commission MinutesOTSEGO PLANNING COMMISSION MEETING OTSEGO CITY HALL September 19, 2016 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: David Thompson, Richard Nichols, Roger Mord and Steve Schuck. Absent: Commissioners Jim Kolles, Alan Offerman and Aaron Stritesky. City Council: CM Vern Heidner. Staff: Daniel Licht, City Planner; and Sandy Lindenfelser, Administrative Assistant. I. Announcements: No announcements. 2. Consider the following minutes: 2.1 August 15, 2016 Planning Commission Meeting. Commissioner Schuck motioned to approve as written. Seconded by Commissioner Thompson. All in favor. Motion carried. 3. Public Hearing items: 3.1 Amendments to the Zoning Ordinance: City Planner Licht presented the Planning Report. Commissioner Thompson asked if the required as -built survey applies to single family dwellings. City Planner Licht said yes. Escrow amount required is $2,000.00 for driveway and $3,000.00 for landscape, to be submitted prior to receiving a certificate of occupancy. If the required landscaping and driveway are not completed within one year of a certificate of occupancy, the money is to be used to towards the completion. If the amount is over and above the escrowed amount, they remainder can be assessed to the property. Administrative Assistant Lindenfelser attested that all the proper noticing, posting and publishing has been completed. Chair Black opened the Public Hearing at 7:11 PM. There were no comments from the public. Commissioner Nichols inquired about the construction next to the Alano Building on Odean Avenue NE. City Planner Licht said it is an accessory building to which they do have a building permit for as it complies with the Zoning Ordinance. Commissioner Mord asked why you couldn't consider a mechanical room as a storm shelter in a slab on grade home. City Planner Licht said that mechanical rooms can be used as storage and there may not be room left for individuals seeking shelter. Chair Black closed the Public hearing closed at 7:17PM Commissioner Thompson motioned to recommend City Council approval of an ordinance amending the Zoning Ordinance as presented. Seconded by Commissioner Mord. All in favor. Motion carried. 4. Update on City Council actions. CM Heidner updated the Commissioners on City Council actions since their last meeting. 5. Update on future Planning Commission Agenda items. City Planner Licht said The October 3, 2016 meeting is cancelled at this time due to lack of agenda items. The October 17, 2017 meeting will have a public hearing to consider the concept plan for Guardian Angels. Commissioner Schuck asked in there have been a reduction on the number of complaints for Boondox. City Planner Licht said there have been none directly to City Hall and only 2 listed from the Sheriff's Department from April to August. Commissioner Nichols asked if the number of false alarm responses are charged. City Planner Licht said that after the 4t" call, they are charged $50.00 and after that are $100.00 each and that City staff will review this issue. 6. Adjourn.
