I am so excited to announce the s p l a s h pa d
being planned at Prai rie Pa rk !
The Parks and Recreation Commission has discussed adding a splash pad to Otsego for many
years. The concept plan approved by the Parks and Recreation Commission and City Council can
be viewed on the City website and is a zero-depth design with 18 spray features surrounded by a
seating wall, trees and landscaping and near other play equipment. The project is being funded
entirely by monies collected from developers that are dedicated for construction of community
park improvements. With final approvals being made as you read this, the splash pad will be
ready for use by late summer!
The Parks and Recreation Commission is
sponsoring lots of recreation events in
Otsego this summer. The schedule to the
right highlights some of the many events that
are planned. These events are offered for free
and held rain or shine – please bring chairs
as seating at the park is limited. Otsego
Parks and Recreation Commission also offers
organized team sport activities for all ages
throughout the summer.

• Lawns and boulevard areas must be mowed regularly so that grass is not longer than eight (8) inches
except as allowed by the City Code.
• When mowing, do not discharge grass clippings into the street as this debris can block stormwater drains
and add to the maintenance work required of the Public Works Department, increasing cost.
• Noxious weeds (and dandelions) must be eliminated before the plants go to seed.
• Planting within the boulevard or public right-of-way (generally 16 feet behind the curb or street) is limited
to deciduous trees with minimum clearance requirements for vehicles and pedestrians. Note that the City
is not responsible for any damage to plants or trees within the boulevard or public right-of-way.
• Exterior storage on residential properties is limited to licensed and operable passenger vehicles less than
12,000 lbs gross vehicle weight parked on a driveway, two recreational vehicles and/or licensed trailers,
construction or landscaping materials being used for a current project on the property or other common
items such as outdoor furniture or neatly stacked firewood.
• Selling of automobiles, recreational equipment or similar property belonging to the occupant is limited
to two items per calendar year and must be parked on a driveway and not within the public right-of-way.
• Swimming pools or hot tubs more than 30 inches deep must be secured by a four foot fence and lockable
gate or in the case of above ground pools by removing the ladder when not in use.

Everyone is excited to get outside and spruce up their property after the
long winter. Here are some City Code regulations to follow to help keep
Otsego an attractive and inviting place to live:

There are 18.6 miles of asphalt trails
within Otsego in parks and adjacent to City streets
and County Roads. The City in 2002 also began
requiring developers to construct concrete
sidewalks within residential neighborhoods
and commercial/industrial areas and there are
18.9 miles of these walkways within Otsego.

Otsego
JamFest
The second annual Otsego JamFest will be
held August 5th and 6th sponsored by Otsego
businesses Denny’s, Holiday Inn and Rockwoods.
Friday night entertainment includes national
entertainers Travis Tritt, The Marshall Tucker
Band and Jug. Saturday offers an array of activities
throughout the day including a 5K Walk/Run, 12
mile canoe race, kids inflatable carnival, arts and
craft festival, dunk tank, car show, hot air balloon
rides and more. Saturday also will have live music
starting at 3 p.m. and going until midnight. Visit

on the principal building to
aid emergency responders
in locating your home or
business. If you have painted
or resided your home, please
be sure to reinstall the
address numbers. Address
numbers must be at least
four inches high and be a
contrasting or preferably
reflective material and color.
Juvenile
Curfew
Parents should be aware this summer that the City
has established curfew hours for minors. Except when
accompanied by a parent or other guardian or under
specific circumstances outlined by the City Code,
persons under the age of 18 may not be in any public
place or establishment during the following hours:
• Under 16 years of age: Between 10 p.m. and 5
a.m. each day of the week.
• Age 16 or 17: Between 10 p.m. and 5 a.m. Sunday-
Thursday; 12 midnight and 5 a.m. Friday-Saturday
The full curfew ordinance is Chapter 5, Section 3 of
the City Code and is available by contacting City Hall
or on the City’s website under Codes/Ordinances.
On-Line Utility Bill Payment
Sewer and water customers may now receive and pay their utility bills on line.
Customers will receive an email when their bill is ready to view and may pay by
phone between 8 a.m. and 7 p.m., Monday through Friday or online 24 hours day,
seven days a week. On-line payment options include scheduling one-time payments or
recurring payment for the amount of the monthly bill. Payments made through this
system post the same day. For more information about the On-Line Utility Billing
Program visit the City’s website or contact the payment processer Payment Services
Network, Inc. by calling 887.885.7968.
Building Permits
Residents planning improvement projects should check with the Department of
Building Safety about building permit requirements. The Department of Building
Safety works with residents and business owners to ensure structure safety in
accordance with Minnesota Building and Fire Codes, which requires building permits
for roofing, siding, decks, and sheds. Permits are also required by the City for fences
and swimming pools. The Department of Building Safety hours are Monday-Thursday,
8 a.m. to 5 p.m. and Friday 8 a.m. to 12 noon. For more information or to obtain a

Dogs

Dogs are required by the City Code to be kept
within the boundaries of their owners’ property or
otherwise leashed or controlled by command of a
responsible person so as to effectively be under
control as by leash. Dog owners are required to
pick up and dispose of feces when walking their
dogs in City parks or along public trails and side-
walks. Feces must also be picked up and disposed
of from yards or otherwise be subject to enforce-
ment of nuisance violations. To report a dangerous
dog, dog running at large or barking dog that is
disturbing the peace, please call the Wright County
Sheriff by dialing 911.

National Night Out
National Night Out is Tuesday, augusT 2,
2011. Sponsored by the Otsego Police Commission,
National Night Out is a great opportunity for neighbors
to come together and get to know one another. If your
neighborhood is planning an event for that evening, and
would like a visit from the Wright County Sheriff or Fire
Department, please register no later than Monday,
July 25, 2011.

Residents interested in becoming
involved in their community may
consider applying to be a member on
the Otsego Parks and Recreation
Commission or Heritage Preservation
Commission. The Parks and Recreation
Commission advises the City Council
on park development and recreation
programming in Otsego. The Heritage
Preservation Commission promotes
Otsego’s identity by researching and
presenting information about the history
of the community. Regular meetings for
both commissions are held one week
night per month. For more information
