Everyone is excited to get outside and spruce up their property after
the long, cold winter.
For more information regarding specific property maintenance requirements, please contact
City Hall or visit the City’s website. There is a property self-test on the Code Enforcement
page of the website to help evaluate the condition of your property and your neighborhood.
Here are some City Code regulations to follow to help keep Otsego an attractive
and inviting place to live:
– Lawns and boulevard areas must be mowed regularly so that grass is not longer than
eight (8) inches except as allowed by the City Code.
– Noxious weeds must be eliminated before the plants go to seed.
– Planting within the boulevard or public right-of-way (generally 16 feet behind the curb or
street) is limited to deciduous trees with minimum clearance requirements for vehicles and
pedestrians. Note that the City is not responsible any damage to plants or trees within the
boulevard or public right-of-way.

Election Judges Needed
Election judges are essential to our democracy by serving as officials to staff local polling
places, administering election procedures, and ensure that the rights of voters are protected
on Election Day. Serving as an election judge provides an opportunity to learn about the
elections process and is a great service to our community.
If you are interested in being an election judge, please contact the City Clerk at City Hall to
receive an application. All election appointments are made by the City Councils at least
25 days before an election or about three months before the primary. If appointed, you must
attend training conducted by the County Auditor.
To be an election judge you must meet all of the following qualifications:
• You must be eligible to vote in Minnesota
• You must be able to read, write, and speak English
• You cannot be a spouse, parent, child, or sibling of any election judge
serving in the same precinct at the same time
• You cannot be a candidate or the spouse, parent, child, or sibling of any candidate
on the ballot in that precinct

Are you ready for severe weather? Minnesota
Severe Weather Awareness Week is April
21-25. According to the National Weather
Service, Minnesota experiences an average of
40 tornadoes per year. In 2012, 37 twisters
touched down. A record was set in 2010 with
104 tornadoes across the state. Understanding
this threat and knowing what to do when a
tornado is approaching can save lives.
Two of the most important events during
Severe Weather Awareness Week are the
annual statewide tornado drills. These drills
are scheduled for Thursday, April 24, 2014
at 1:45 p.m. and 6:55 p.m. Outdoor warning
sirens and NOAA Weather Radios will sound
in a simulated tornado warning. The first
drill is intended for institutions and businesses.
The evening drill is intended for second shift
workers and families.
________
Severe Weather Awareness Week is a great
time to make and practice your emergency
plan and build an emergency kit. Specific
information about severe weather topics,
including fact sheets, checklists, data and
other resources is available Minnesota
Department of Public Safety website.
https://dps.mn.gov/divisions/hsem/weather-
awareness-preparedness/Pages/default.aspx
and www.ready.gov.
________
Here are a few ideas to help prepare your
family for a severe weather occurrence:
– Build an emergency kit.
– Purchase a NOAA All Warnings Radio
for your home.
– Wireless Emergency Alerts are able to
sound on all newer model cell phones
during an actual tornado warning.
Severe Weather Awareness Week is a
great opportunity to learn about these
new alerts. The fact sheet can assist you
in explaining this new technology.
– The City has installed warning sirens
throughout the City as an emergency alert
only for people outdoors. The sirens are
controlled by Wright County and will
sounded for severe weather including
sustained winds over 54 mph or hail larger
than three-quarters of an inch in diameter
or other emergencies and can be controlled
based on specific weather patterns. Residents
may hear sirens being sounded in adjacent
communities that are in Hennepin or
Sherburne Counties that are not controlled
by Wright County. There are also emergency
sirens within Otsego located by Xcel Energy
related to the Monticello Nuclear Generating
Plant, which are also sounded for non-
power plant related incidents. Residents
should be aware that all of these sirens are
interconnected so if one is needed to be
set off due to an emergency in Clearwater,
these sirens in Otsego will also sound.
Sirens are tested by Wright County on
the first Wednesday of each month by
sounding them at approximately 1:00
p.m., with City staff in the field to verify
that the siren is functioning properly.
________
The City Council encourages you and your
family to take advantage of Severe Weather
Awareness week to review your own emergency
procedures and prepare for weather related
hazards.

Dogs & Cats
Dogs are required by the City Code to be kept within the boundaries of their owners’
property or otherwise leashed or controlled by electronic device by a responsible person
so as to effectively be under control as by leash. Cats are also prohibited from running at
large. THE PARKS AND RECREATION COMMISSION HAS ESTABLISHED CARRICK’S LANDING
AT AND THE AREA WEST OF THE BASEBALL FIELDS AT PRAIRIE PARK AS OFF-LEASH
AREAS FOR DOGS. Feces must picked up and disposed of from yards, City parks and trails
or otherwise be subject to enforcement of nuisance violations. To report a dog or cat running
at large, a dangerous dog or barking dog that is disturbing the peace, please call the Wright
County Sheriff by dialing 911.

HYDRANT
FLUSHING
The Utility Operations Department will

the City in April. Flushing the hydrants
removes sediment and mineral build up
within the City’s water lines to maintain
water quality and also tests the system
for adequate flows. NOTE: The cap may
be left off of some hydrants after the
water is turned off to allow the fixture to
drain completely but City staff will return
to replace the cap.

PRIDE IN OUR PARKS
& ADOPT-A-STREET
The City encourages people of all ages, including residents, community groups
and businesses, to help keep Otsego clean, safe and more attractive through two
community programs:
Pride in Our Parks volunteers assist in picking up debris, raking leaves, planting
and maintaining vegetation, special projects and to help identify needed repairs
in our parks.
Adopt-A-Street is a partnership between volunteers and the City Public Works
Department whereby participants assist in picking up debris, planting and
maintaining boulevard vegetation, special projects and to make visual inspections
roadway areas to identify maintenance issues.
Pride in Our Park and Adopt-Street volunteers make a two year commitment
for activities. Otsego Public Works staff provides basic oversight, safety vests,
tools and materials as may be needed. The City also places a sign within the park
or at the approaches to the adopted street crediting the individual, group or
organization for their efforts.
More information about Pride in Our Parks and the Adopt-A-Street programs,
including possible projects, available parks or streets and application forms, is
