ON SEPTEMBER 12, 2015 at Prairie Park. The Otsego Prairie Festival includes activities for all ages and interests including displays by community organizations and businesses and there will be more than 50 craft vendors offering their works. OTSEGO ROD AND CUSTOM returns to sponsor the car show open to all street, modified, restored or hot rod cars, trucks and motorcycles. A wide variety of food vendors are also signed on to serve festival attendees. There will also be LIVE MUSIC during the day followed by FIREWORKS AT DUSK! CARNIVAL RIDES will be the newest attraction at the Otsego Prairie Festival this year available on the evening of Friday, September 11 as well as during the event on Saturday. OTSEGO PRAIRIE FESTIVAL is happening September 12! 08.04.15 Street Maintenance The City has established a pavement management program that includes ongoing preventative maintenance such as crack filling, seal coating and overlays to provide for safe travel and extend the usable life of City streets. These maintenance activities are funded each year through general property taxes. Information regarding the location and schedule for street maintenance this season is posted on the City’s website. Greetings Neighbors! 1990 » 201525 YEARS CONSTRUCTION OF 70TH STREET HAS STARTED! The City of Otsego has awarded the construction of the 70th Street Improvement Project to the low bidder, Fehn Companies. The cost of the project is $3,120,000, which is 13 percent below the City Engineer’s estimate of $3,580,000. The construction of 70th Street is funded by Minnesota State Aid monies, which cities having a population of 5,000 or more receive from State gas tax revenue. The City also received a $800,000 grant from the Federal government in recognition of the regional significance of the 70th Street connection between TH 101 and I-94. Wright County and the City have entered into an agreement regarding cost sharing and reimbursement for the portion of the project the City is constructing for Wright County from Oakwood Avenue to Odean Avenue. No general property tax dollars or other City funds are being used to fund the 70th Street project. The 70th Street project has been planned for by the City and Wright County for more than 20 years. The construction of 70th Street between Martin Farms Avenue and Odean Avenue will provide a critical east-west transportation connection for the community. An off-street trail will be constructed as part of the project for recreation users and non-vehicle transportation. The City Council has committed to keeping the public informed during the planning and construction process and directed that updates be made available via the City’s website and direct communications with property owners. The Parks and Recreation Commission has added a new amenity to Prairie Park. An enclosed dog park is now available at the southeast corner of Prairie Park, just off of the parking lot adjacent to Nashua Avenue. A dog park has been one of the most sought after amenities within the City’s parks for a long time. The dog park provides off-leash exercise for pets, as well as a social opportunity for dogs and their owners. The dog park is open during park hours from 5:00 a.m. to 11:00 p.m. Owners are reminded to pick up after their dogs using the bags and trash cans provided. Otsego older active adults are also encouraged to look at the Parks and Recreation Department’s Program Guide, attached to this Otsego View and available on the City website, for offerings planned for them at Prairie Center. The Fireside Room at Prairie Center was specifically envisioned as a space within the building that could be utilized for programs and activities for older active adults. The activities at Prairie Center include cards, board games, crafts (painting, knitting, etc.), health and wellness programs and speakers on topics of interest to older active adults. Attendance has been growing since the senior programing started in Fall 2014, and City staff welcomes more to join in. As noted in the last edition of the Otsego View, this year is OTSEGO’S 25TH ANNIVERSARY of incorporation as a City on November 15, 1990. The City Council will host a food and entertainment event for Otsego’s Silver Celebration on November 21, 2015 from 4:00 p.m. to Midnight at the public works garage at City Hall to celebrate the occasion. The 25th Anniversary celebration event will include live music, food options and inflatables for kids. The City Council will also host an event to recognize all of the past City Council members and advisory commissioners that have served the City of Otsego in the past 25 years. Finally, a reminder to please drive safely and pay attention when traveling the streets in Otsego. There have been multiple serious car accidents already this summer, including several rear end collisions on CSAH 39, attributed to speed and inattentive driving. City staff is working with Wright County officials regarding the incidents on CSAH 39. Drivers need to stay within the posted speed limit, watch for stopped or turning vehicles, and be alert for children near streets, especially within the neighborhoods or near parks and trails. PUBLIC SAFETY COMMISSION The Public Safety Commission is appointed by the City Council to advise them on police, fire protection, emergency management and other public safety matters. The Public Safety Commission works to provide better communication with public safety service providers, including the Wright County Sheriff’s Office and Fire Departments serving Otsego, and to provide a forum for concerns and suggestions regarding public safety service. The Public Safety Commission’s role also includes educating the community on issues related to public safety service. The Public Safety Commission holds one regular meeting per month on the second Tuesday of each month at Prairie Center. All meetings of the Public Safety Commission are open to the public. The agenda for each meeting includes an open forum for citizen comments. Any adult resident or business property owner within the City is eligible to be appointed to the Public Safety Commission by the City Council and there is currently one vacant seat available. Notes from the Mayor NEIGHBORHOOD SALES Below are some reminders for people planning to hold a garage sale or sell a personal vehicle or recreational equipment. The number of garage sales permitted on a single property is limited to two (2) within a calendar year. The duration of the sale cannot exceed four consecutive days. The merchandise offered for sale must be the personal property of the occupant of the home and may be displayed only on the improved driveway and not in the front yard, boulevard or public right-of-way. Signs are allowed only on private property and cannot be placed on utility poles or in the public right-of-way. Not more than two (2) personal vehicles and recreational vehicles, boats, trailers or equipment are allowed to be sold from a single property within a calendar year. The vehicle or recreational equipment must be the personal property of the occupant of the home. The vehicle or recreational equipment may only be displayed upon an improved driveway with a sign not to exceed two square feet in area. More information may be obtained by calling City Hall or reviewing the Zoning Ordinance on the City’s website. WATER QUALITY The way you maintain your yard can have a large impact reducing phosphorous, decreasing algae growth and promoting overall water quality for plants, animals and you. By following these techniques your lawn will look great and will not be harming nearby wetlands, streams, lakes or rivers. » Leaving grass clippings on the lawn provides the equivalent of one application of fertilizer per year. » Sweeping lawn clippings from sidewalks, driveways and streets will greatly reduce the amount of phosphorus that reaches area water bodies. » Maintain a 20 foot buffer of native plantings from any wetland or stormwater basins to filter out nutrients that cause algae and water plant growth – these plants will also keep geese from your yard. » Water lawns between 4 a.m. and 6 a.m. to reduce evaporation and minimize the potential for diseases to harm your lawn. » Wash your car on the lawn using non-phosphorus soap to keep water out of the storm drain and irrigate the grass at the same time. » Use pesticides and herbicides only to the extent necessary and by following the label directions exactly. » Compost containers must comply with City Code requirements and be set back from water or drainage ways to avoid leaching phosphorus directly into the water. » It is illegal to dispose of yard and tree waste with house- hold garbage or to deposit it on City outlots, drainage easements or park property, which may result in a $200 fine. Contact your waste hauler for a yard bin or visit the City’s website for information on compost sites. » The City is required to inspect 20 percent of the storm water basins within the City each year and provide maintenance to ensure that they function as intended to prevent flooding of surrounding properties and provide treatment for water quality. The inspection includes evaluating the amount of sedimentation within the storm water basin inflow, outflow and overall depth, vegetation growth, fences installed without permits that encroach into the storm water basin. City staff will access the storm water basins using easements recorded at the perimeter of every lot and over the storm water basin itself. BURNING PERMITS The City together with the Minnesota Department of Natural Resources regulates open burning within the City in accordance with Chapter 5, Section 4 of the City Code. A burning permit is required for all open burns except for recreational fires within a 3 foot by 3 foot area and setback 20 feet from any structure. Recreational fires are limited to dry, clean wood that is unpainted or untreated including cord wood, branches, limbs or twigs dimensional lumber cut into lengths not longer than three feet. A burning permit may be obtained at City Hall or from the DNR website at https://webapps8.dnr.state.mn.us/burning_permits/. Once a burning permit has been issued, it is the permit holder’s responsibility to confirm that no burning ban is in effect prior to starting an open burn or recreational fire and the permit holder must be constantly in attendance of the fire. No fire may be allowed to smolder with no person in attendance and the open burn or recreational fire must be completely extinguished before the permit holder leaves the site. Here are some City Code regulations to follow to help keep Otsego an attractive and inviting place to live: » Lawns and boulevard areas must be mowed regularly so that grass is not longer than eight (8) inches except as allowed by the City Code. » Noxious weeds (and dandelions) must be eliminated before the plants go to seed. » Planting within the boulevard or public right-of-way (generally 16 feet behind the curb or street) is limited to deciduous trees with minimum clearance requirements for vehicles and pedestrians. Note that the City is not responsible any damage to plants or trees within the boulevard or public right-of-way. There is a property self-test on the Code Enforcement page of the website to help evaluate the condition of your property and your neighborhood. ASSESSING UPDATE The Wright County Assessor’s Office will be inspecting properties in an area south of 85th Street to 60th Street and west from TH 101 to O’Dean Avenue in 2015 to evaluate the estimated market value and tax classification of each property as required Minnesota State Statutes. The Assessors’ determination of market value represents a reasonable estimate of what your property may sell for based on market conditions and information relating to your specific property. The estimated market value is the basis for calculating property taxes. We will make our own superhero accessory and play games. Will you be faster than the speed of light, or stronger that the Hulk in our obstacle course. Dress-up is highly encouraged. Two dates to choose from. SATURDAY, AUGUST 8 11:15 a.m. – 12:15 p.m. Prairie Center Ages 3-8 $15 ADULT/CHILD ARCHERY CLASS Archers come out together and learn or refine your archery skills this fall. Otsego Parks and Rec and Archery Country of Rogers are working together to provide a quality archery program. Parents and kids will learn archery with the instruction of the professional staff of Archery Country. SUNDAY, SEPTEMBER 27 9:00 – 11 a.m. Class held at Archery Country 21135 South Diamond Lake Road, Rogers. Ages 7-adult $45 for both adult and child $30 child only DATE NIGHT COUPLES CANOE TRIP Couples will park at the Otsego County Park and be bussed to a landing on the Mississippi River. Canoes, paddles and life jackets are also included so sit back and enjoy an evening on the river. At the completion of the canoe trip, a picnic dinner will be served in the park. After dinner, plan on staying and watching the movie “HITCH” on our large outdoor movie screen.
