SPECIAL CITY COUNCIL MEETING
PRAIRIE CENTER
OCTOBER 24, 2016
6:00 PM
Call to Order.
Mayor Jessica Stockamp called the meeting to order at 6:05 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder, Tom
Darkenwald and Jason Warehime. Staff: Lori Johnson, City Administrator; Adam Flaherty,
Finance Director and Andy MacArthur, City Attorney.
1. Discuss City Administrator Search Process and Appointment of
Interim City Administrator.
City Administrator Johnson provided background information on methods of filling the City
Administrator position including identifying three search firms that could provide this service.
She stated it will take a minimum of four months, most likely longer, to fill this position. She
indicated that the Council should appoint an interim City Administrator.
Mayor Stockamp requested that the interim appointment be addressed first. Discussion ensued
regarding appointing Finance Director Adam Flaherty as previously discussed. Finance Director
Flaherty indicated he would accept the appointment with some caveats reminding the Council
that Finance would remain his number one priority and that he would not be available to put in
all of the extra hours typically required of the city administrator position.
Mayor Stockamp motioned to direct the City Attorney to work with Finance Director
Adam Flaherty to set terms and conditions of the interim appointment as City
Administrator for future approval by the City Council. Motion seconded by CM
Schroeder. All in favor. Motion carried 5-0.
The Council discussed the search process. All agreed that a search firm should be hired to
complete the recruitment and selection process. Finance Director Flaherty will bring quotes
from the three previously discussed firms to the November 14 Council meeting.
The Council discussed interviewing the search firms and selecting one as soon as possible. City
Administrator Johnson suggesting setting a tentative date for search firm interviews so the
firms could reserve that date for this purpose.
Mayor Stockamp motioned to set a Special Meeting for November 28 at 5:30 p.m. at
Prairie Center W interview City Administrator search firms. Seconded by CM
Warehime. All in favor. Motion carried 5-0.
2. Adjourn.
CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor.
Motion carried. Adjourned at 6:29 PM.
