ITEM 4.1ITEM 4.1 TO: Parks & Recreation Commission FROM: Ross Demant, Parks and Recreation Director DATE: November 9, 2016 RE: Community Meeting for Norin Landing Background: The Parks and Recreation Commission at their meeting in August, 2016 voted unanimously to recommend that the City Council approve the proposals from SRF and WSB for park development and grant writing services. The City Council voted unanimously to approve the recommendation from the Parks and Recreation Commission at their August 8th, 2016 meeting. The Parks and Recreation Commission completed the first step of the planning process at their August meeting by completing the initial review and identifying key features they would like to see at Norin Landing. Some of these features included relocating the storm water pond, adding solar lighting, taking out the black top trial and adding in a Class II type trail connecting the parking with only certain features, and adding a fishing pier, boat dock, picnic tables, drinking fountain, and grills. SRF updated the concept design to reflect the comments by the Parks and Recreation Commission. The parking lot on the current concept design is currently still under review to ensure the best accessibility to the river and park. The next phase of the construction process is to gather community input. This is being planned for the November 15th Parks and Recreation Commission meeting. Residents that live within a half mile radius of the park have been sent notification of the meeting, a large concept design of the park was installed at the Park, and notification of the meeting was posted on social media. Once this meeting is complete and the Commission has had time to review the plan, a cost estimate and recommendation will be sent to the City Council for approval. After the approval process is complete, the process of writing the grant for the Outdoor Recreation Grant will begin. Staff is anticipating that the construction process would begin sometime in July of 2017. Requested Action: Gather community input of Norin Landing and make modifications to the existing concept plan. Once complete, make a recommendation to the City Council for approval of the final concept design. 2
