06-72RESOLUTION NO.: 2006-72 CITY OF OTSEGO COUNTY OF WRIGHT, MINNESOTA A RESOLUTION AMENDING THE COMPREHENSIVE PLAN REGARDING FYTURE LAND USES NORTHWEST OF CSAH 42 AND 85TH STREET. WHEREAS, the Comprehensive Plan establishes a Future Land Use Plan of the City; and, WHEREAS, the purpose of the Future Land Use Plan is to designate appropriate locations for various land use types that may develop over time; and WHEREAS, the lands northwest of CSAH 42 and 85th Street are guided for medium to high density residential and commercial land uses by the Future Land Use Plan; and, WHEREAS, the boundary between the planned residential and commercial area divides the area into approximately 50 acres of future commercial land and 30 acres of future residential land; and, WHEREAS, a concept plan prepared by City staff illustrates that the likely boundary between the future residential and commercial areas is approximately 220 feet west of the boundary shown on the Future Land Use plan based on established street locations and future lot requirements to be imposed at such time as the area is rezoned for development; and, WHEREAS, the City has initiated an amendment of the future land use plan to clarify the intended transition between future residential and commercial land uses; and, WHEREAS, the proposed amendment is illustrated by Exhibit A and includes a two acre parcel designated for public and quasi -public land uses at the southwest corner of the area consistent with the City's acquisition of the parcel for future development of a fire station; and, WHEREAS, the amendment results in approximately 57 acres of the area being designated for future commercial land uses, approximately 21 acres for residential land uses and approximately 2 acres for public and quasi -public land uses; and, WHEREAS, the proposed amendment is consistent with the polipies of the Comprehensive Plan for expanding commercial opportunities within the City's primary commercial area and at the same time for providing a transitional land use pattern between intensive commercial areas and residential neighborhoods; and, WHEREAS, the Planning Report dated 8 September 2006 prepared by tie City Planner, Northwest Associated Consultants, Inc., is incorporated herein; and, WHEREAS, the Otsego Planning Commission conducted a public hearing, at their regular meeting on 18 September 2006, to consider the request, preceded by published and mailed notice; and, WHEREAS, the Otsego Planning Commission upon review of the application and evidence received closed the public hearing and recommended by a 7-0 vote that the City Council approve the requested amendment of the Comprehensive Plan. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO THAT: the request to amend the 2004 Comprehensive Plan as illustrated on Exhibits A is hereby APPROVED based on the aforementioned findings.
