Call to Order:
Chair Black called the meeting to order at 7:00 PM.
Roll Call: Chair Pam Black; Commissioners: David Thompson, Steve Schuck, Roger
Mord, Richard Nichols, Aaron Stritesky and Alan Offerman. Absent: Commissioner Jim
Kolles. City Council: Councilmember Vern Heidner. Staff: Daniel Licht, City Planner;
and Melanie Crayford, Office Assistant.
1. Announcements
No announcements.
2. Consider the following minutes:
2.1 September 19, 2016 Planning Commission Meeting_
Commissioner Nichols questioned Item 3.1 and the title of "Special Licensing" for Sandy
Lindenfelser. City Planner Licht confirmed that the updated title should be
"Administrative Assistant" and will have the necessary change made to the minutes.
Commissioner Thompson motioned to approve as written. Seconded by
Commissioner Schuck. All in favor. Motion carried.
3. Public Hearing Item:
3.1 Guardian Angels Riverview Landing_
A. PUD Concept Plan for a senior housing facility to be known as
Guardian Angels Riverview Landing.
City Planner Licht presented the Planning Report.
Applicant from Guardian Angels, Dan Dixon of 28094 Yak Street NW, Zimmerman, MN,
highlighted the plan and features for Guardian Angels Riverview Landing.
Commissioner Thompson questioned City Planner Licht as to where will there be
overflow parking for Cowboy Jack's. City Planner Licht explained that with the addition
of Accurate Home Care, there is substantial parking available in this lot and will be
sufficient enough to accommodate Cowboy Jack's, including their upcoming expansion.
Commissioner Mord commented on the compatibility of the facility with Cowboy Jack's
since the latter can generate a lot of noise. He wants to make sure the residents of
Guardian Angels will be aware of this. Mr. Dixon explained the construction materials,
which will include insulated walls. He assured the commissioners that their marketing
department will present this to residents. He did not see it as an issue.
Commissioner Thompson questioned the setback and exposure to the proposed
Memory Garden. Mr. Dixon stated the garden will be screened in and landscaped so the
public will not be able to see in or vice versa.
Chair Black opened the Public Hearing at 7:19 PM.
Kris Neff, 11189 77th Street NE, Otsego, MN identified herself as an employee of
Guardian Angels and wanted to express her support for the project. She stated it will be
a great service to and opportunity for the community.
Commissioner Mord asked if the new terrace and footbridge will be open to public. City
Planner Licht that the developed and City staff are discussing improvements to the park
that would be accessible to the public and Guardian Angels facility.
Chair Black closed the Public Hearing at 7:24.
Commissioner Thompson motioned to provide the developer favorable
comment regarding the proposed concept plan subject to the stated
stipulations. Seconded by Commissioner Nichols. All in favor. Motion
approved.
3.2 Martin Farms Id Addition
A. PUD Amendment to allow modification of wetland buffer
requirements.
City Planner Licht presented the Planning Report.
Applicant Paul Tabone of Lennar Homers, 16305 36th Avenue, Suite 600, Plymouth, MN,
had no comment.
Chair Black opened the Public Hearing at 7:28 PM.
No public comment.
Commissioner Thompson questioned how will the "no mowing" in the wetland buffer be
enforced. City Planner Licht stated there are signs installed by the developer identifying
the wetland buffer area. The wetland buffer is enforced either through the management
of the storm water system or on a complaint basis.
Commissioner Thompson questioned whether the decks are required on these homes.
Mr. Tabone stated that the deck or three season porch is optional. Owners can choose
to have Lennar build the deck or porch or wait and have someone else do it in the
future.
Commissioner Thompson asked if a homeowner wants to wait and not have Lennar
build the deck or porch, how the City would ensure that they wouldn't build a larger
deck that would reach into the wetland buffer. City Planner Licht explained that they
have a copy of their survey, which shows the wetland buffer and the setback
requirements. For any structure addition, a building permit would be required.
Council Member Heidner questioned the use of diamond pier footings in this fairly wet
area. City Planner Licht said that the Building Official is an expert on these types of
deck footing materials and will handle it accordingly.
Commissioner Schuck brought up the idea of involving the homeowner's association as
another source of information for residents in this development.
Chair Black closed the Public Hearing at 7:44 PM
Commissioner Nichols motioned to recommend the approval of a PUD -CUP
amendment allowing wetland buffer averaging in accordance with the
exhibit dated 06/24/16. Seconded by Commissioner Stritesky. All in favor.
Motion approved.
4. Update on City Council actions.
CM Heidner gave an update to the Commissioners on City Council actions.
5. Update on future Planning Commission Agenda items.
City Planner Licht reported that there are no upcoming items as of yet. No meeting on
Nov 7th. Next meeting will be November 21St
6. Adjourn.
Commissioner Stritesky motioned to adjourn at 7:52. Seconded by
Commissioner Thompson. All in favor. Motion carried.
