No I No BACKGROUND/JUSTIFICATION: Installation of a warming structure at the Prairie Park Ice Rinks was discussed during budget meeting for 2016 and at the 2016 October's Parks and Recreation Commission meeting. Two options were discussed, the first being a temporary bus shelter type structure with infrared heat. This option would not require staff and would require the structure to be constructed in such a way that it would be able to be removed at the end of the season. The second option included renting a portable construction trailer and staffing it certain hours throughout the week. A cost breakdown for the bus shelter is as follows: BUS SHELTER Bus Shelter $6,700 Heater $470 Shipping $800 Wiring for Heater $1,400 Base Material $600 TOTAL $9,970 The installation a warming structure was brought to the Administrative Sub -Committee on November 16, 2016. After reviewing the two proposals the Administrative Sub -Committee recommended moving forward with a bus shelter design as opposed to the warming house citing the long term cost savings and the opportunity to have a shelter for skaters during all open hours. Staff is recommending purchasing a new shelter verse retrofitting a used one due to expected work associated with retrofitting the used shelter, and a possible lack of availability. Staff's initial estimates for the bus shelter that were discussed at the Administrative Sub -Committee were $8,445. The current estimate is $9,970 this increase in cost is due to Staff becoming more familiar with shelters and what type of structure would be better suited for the location. Staff is currently still working with multiple vendors to ensure that the City purchases the shelter at the lowest possible price. The vendors that have been contacted currently estimate 3 to 8 weeks for delivery of the shelter. Staff is estimating the time to complete the assembly of the shelter and the construction of the base at approximately 16 hours. The installation of the infrared heater and corresponding electrical wiring is proposed to be completed by an electrician. Staff is also recommending the cost for the shelter be taken from the fees collecting from the Roger's Youth Hockey pull tab operations that are located in the City. Interim City Administrator Flaherty reports that the fees collected from the pull tabs total over $14,000 of which $3,600 was authorized to spend on the hockey boards in 2014.
