RECOMMENDATION:
Staff reviewed operations for the East Public Water System and a strategy for meeting demand
requirements while maintaining the Minnesota Department of Health Compliance Agreement at the
March 2013 Public Works Subcommittee. The recommendation was use a flow control method to
optimize well 3 pumping rates.

BACKGROUND/JUST(FICATION.,
The East Public Water System uses Wells 3 and 8 for water supply production. The MN Department of
Health restricts use of Well #8 based on a 2013 Compliance Agreement for elevated levels of Radium.
Highlights of the agreement include:
• Well #3 only production well Jan 1—April 14 and October 16 — December 31.
• Well #8 not to exceed 451 of water production for the year.
Well #3 is capable of producing 600 gallon per minute to the East Public Water Supply. Production
beyond this amount increases risk of pumping sand from the aquifer. Tile pump is currently governed
by a maximum speed set point based on the minimal head restrictions.
The included proposal for Well 3, not to exceed $4,425.00, provides instrumentation control governing
the pump based a gallon per minute feature allowing for greater production during high head
restrictions including high water tower levels and well #8 production without exceeding the maxim.Unn
pumping rate of the well. The Public Works Subcommittee recommended approval and requested this
item be added to the Council consent agenda.

Dear Mr. Neidermeier.-
Thank you for the opportunity to provide this proposal for professional instrumentation and control
&C services for the City of Otsego water and wastewater treatment facilities WTF . As you
requested, we have prepared this proposal to provide I&C services to modify the controls for Well
8. The proposed scope of services for this project is outlined below.

Advanced Engineering and Environmental Services AES proposes to perform the following
tads for this Assignment. -

a Perform PLC Programming within the local PLC.
i The well variable frequency drive (VFD) will be controlled via a flow setpoint in
SCADA.
ii) Include documentation.
b Modify the SCADA application at the West WVVTF.
c Modify the SCADA application at the East WVVfF.
d Configure VFD settings,
e Modify control panel wiring to allow forFD flog control.
f Perform testing of the VFD control loop and programming.
g Perform final control loop calibration.
h Perform final startup and commissioning.
CLIENT Responsibilities

CLIENT will be responsible for the following:
Designate a contact person to act as CLIENT's representative with respect to the
professional services to be rendered with complete authority to transmit instructions,
receive information, and interpret and define the CLIENT'S policies and decisions with
respect to professional engineering services.
2. Provide access to the various facilities as necessary to complete the proposed services.
Proposed Professional Fees
AE2s proposes to provide the professional services consistent with the scope of Work outlined
above on ars estimated hourly (plus expenses) basis not -to -exceed four thousand four hundred
twenty-five dollars ($4,425.00)
