03-13-13 PR ITEM 3.1 OTSEGO PARKS AND RECREATION OTSEGO PRAIRIE CENTER March 13, 2013 7:00 PM Call to Order. Chair Torresani called the meeting to order at 7:00 PM. Roll Call: Chair Peter Torresani; Commissioners: Susan Krekelberg, Mike Brumm, Doug Cassady and Angie Dehn; Excused Absence: Commissioner Charles VonBerg. City Council: CM Doug Schroeder and Mayor Jessica Stockamp. Staff: Ross Demant, Parks and Recreation Manager and Sandy Lindenfelser, Special Licensing. 1. Open Forum. Randy Welch of Otsego Little League approached the Commission regarding the donation of the batting cages that were previously located at Godfather's Pizza in Otsego. Mr. Welch said that footings and a base will need to be installed. Parks and Recreation Manager Demant said that before moving forward, the cages and equipment would need to be inspected and looked at by the City Engineer and respective sites will be looked at before bringing this back to the Parks and Recreation Commission. 2. Consider agenda approval. CM Krekelberg motioned to approve as written. Seconded by CM Brumm. All in favor. Motion carried. 3. Consider the following minutes. 1.1 February 13, 2013 Regular Meeting Minutes. CM Krekelberg motioned to approve as written. Seconded by CM Cassady. All in favor. Motion carried. 4. Unfinished Business. No Items 5. New Business. 5.1 Jacob Postuma, Eagle Scout Project. Mr. Jacob Postuma of 7357 Lamont Circle NE, Boy Scout Troop 590, presented the plans and specifications for a Military Tribute Monument to be located in front of the flag pole in Prairie Park, stating the project has just received approval from his Scout Council. Mr. Postuma is asking the Parks and Recreation Commission if they would consider a donation to cover the concrete footings, electrical work for lights, mulch and any permit fees needed to complete this project. Councilmember Schroeder will look into costs for the footings and concrete slab. Parks and Recreation Manager Demant will get cost estimates for different types of lighting and bring these back to the next Parks and Recreation meeting noting that the lighting for the monument does not need to be done immediately and could be budgeted for. CM Brumm motioned to move forward with the construction of a Military Tribute Monument to be located in front of the flag pole in Prairie Park. Seconded by CM Cassady. All in favor. Motion carried. 5.2 Election of Chair and Vice Chair. Chair Torresani opened up the nominations for Chair. CM Cassady nominated CM Brumm. Seconded by CM Torresani, CM Krekelberg nominated Chair Torresani. Seconded by CM Brumm, CM Brumm nominated CM Cassady. Seconded by Chair Torresani. After the Commissioners voted, Chair Torresani was re- elected as Chair. Chair Toressani opened up the nominations for Vice Chair. Chair Torresani nominated CM VonBerg for Vice Chair. Seconded by CM Brumm, CM Brumm nominated CM Cassady. Seconded by CM Torresani. After the Commissioners voted, CM VonBerg was re- elected as Vice Chair. CM Krekelberg motioned to destroy the ballots. Seconded by Chair Torresani. All in favor. Motion Carried. 6. Parks and Recreation Manager Update. Parks and Recreation Manager Demant said things are going well. A Workshop has been scheduled with the City Council and Parks and Recreation on Wednesday, March 20, 2013 at City Hall to discuss the remodeling of Prairie Center, the Otsego Prairie Festival and the Soccer Fields. Parks and Recreation Manager Demant will update on Friday, March 22, 2013. CM Krekelberg was concerned about the types of movies shown in the parks, noting the age range and rating of the movies. Parks and Recreation Manager Demant said from now on, they will check into the community before scheduling the movie locations. Chair Torresani asked if the Parks and Recreation Commission members were going to be involved in the Otsego Prairie Festival. Parks and Recreation Manager Demant said they currently have a committee but will ask the Parks and Recreation Commission to get involved in the event. 7. City Council Reports. City Councilmember Schroeder said that the City Building Department has 27 new home permits to date and a new plat of 34 homes has been brought in. The Pour Wine & Bristo, located in the old Bob's Produce building will be opening soon. Family Speech & Therapy will be moving into the old Hannah Lee building. 8. Adjourn.
