BACKGROUNDIJUSTIFICATION:
We have assembled plans and specs and estimated cost of the 2013 seal coat project after Brad and I
reviewed the streets to determine best type of application on each. Most streets we have planned a
seal coat followed by a fog seal. For the majority of the streets we will be able to use salvaged chips
from previous years to save money. The fog seal over the top of a seal coat is fairly new to Otsego but it
has worked well in neighboring cities by preventing rock loss both immediately after the seal is place or
during the next several years due to snow plowing. Brad and I believe the minimal extra cost is worth
the better performance of the seal.
The CIP 2013 estimate was $500.,000 for seal coating the street. The estimated cost with the added cost
of the fog seal and the savings using salvaged chips is $565,000. This is with a 10% increase in bid prices
from last year. We hope it is less than 10% but in case the cost estimate is not high Brad and I have
reviewed several developments that Could be moved back or removed from the seal coat plan to adhere
to budget. The specifications are written in such a way that the City has the right to remove streets to
stay in budget.
The areas that could be removed are:
1) Island View Estates/Arrowhead Estates - $28,860
This is an older piece of pavement (1996) which has already seen 2 seal coats 2002 and 2007
and will need extensive patching and crack filling this year
2) Martin Farms - $55,515
Extensive and high intensity building occurring — may be best to wait a year
3) Kittredge Crossings — Residential Streets - $160400
Building occurring — could wait a year
Albertville has been contacted regarding their cost share for 70th Street between CSAH 19 and MacIver
Avenue.
Like Meadowlands last year, Pheasant Ridge 1-4 and Prairie Creek l't, 3 d and 5 1" is proposed to receive a
fog seal as the previous seal has performed well.
The 2013 Seal Coat project covers 24.9 miles or just over 25% of Otsego's bituminous streets so a larger
portion than average is proposed to be sealed this year. An average year would be 20% based on a 5
year cycle.
