ITEM 3.2A 11.28.2016 MinutesITEM 3-2A OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER NOVEMBER 28, 2016 7:00 PM Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder, Jason Warehime and Tom Darkenwald. Staff: Adam Flaherty, Finance Director; Ron Wagner, City Engineer; Daniel Licht, City Planner; Andy MacArthur, City Attorney and Tami LofF, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Special Presentation: Thank you certificates to the Boy Scouts for the Otsego Pumpkin Patch Event. The City Council and Parks & Recreation Director Ross Demant presented certificates of appreciation to the Boy Scouts for their help with the Otsego Pumpkin Patch event. No other items. 2. Consider agenda approval. CM Heidner requested to remove Item 3.7 and place on the Special City Council meeting directly following this meeting tonight. CM Heidner motioned to approve as amended. Seconded by CM Schroeder. All in favor. Motion carried. 3. Consent Agenda. (Non -controversial items 3.1 Approve Claims List. 3.2 ADDrove Citv Council Meetina Minutes. A. November 14, 2016 Meeting. B. November 14, 2016 Special Meeting_ C. November 14, 2016 Special 6 PM Meeting. 3.3 Received Commission Minutes. A. Planning Commission September 19, 2016. B. Public Safety Commission October 11, 2016. C. Heritage Preservation Commission October 11, 2016. D. Planning Commission October 17, 2016. E. Parks & Recreation Commission October 18, 2016. 3.4 Motion to close City Hall for one hour on December 13, 2016. 3.5 Adopt Resolution 2016-100 for ProspectPointe final acceptance. 3.6 Adopt Resolution 2016-101 for Riverbend South initial acceptance. Plan.3.7 AppFeve 2017 Pay REMOVED 3.8 Approve hire of P/R Recreation Lead. 3.9 Approve Pay Estimates and Change Orders. A. Pav Estimate #4 for Northwood Park Proiect to G.L. Contractina, Inc. CM Heidner motioned to approve with removal of Item 3.7. Seconded by CM Schroeder. All in favor. Motion carried. 1 I Page 11/28/16 4. Parks and Recreation: 4.1 Skating Rink Warming House. Parks and Recreation Director Demant presented the staff report. Installation of a warming house at the Prairie Center ice rink was discussed at a budget meeting this year. This item was reviewed by the Parks and Recreation Commission and the Administrative Subcommittee with the recommendation as attached. CM Darkenwald asked for clarification on where the structure will be placed. Parks and Recreation Director Demant showed the City Council the location on a map and he further stated that netting will be placed on the west side of the rink. CM Warehime said he is in favor of the recommendation but wanted to check with one vendor he knows that may have a used structure available. CM Warehime will check this week. The City Council concurred to move forward if a used structure is not available. CM Warehime motioned to approve purchase of a bus shelter and accessory equipment for a cost not to exceed $10,000. Seconded by CM Schroeder. All in favor. Motion carried. 5. Community Development: 5.1 Riverwood Senior Concept Plan. A PUD Concept Plan for redevelopment and expansion of up to 202 senior housing dwelling units. City Planner Licht presented the staff report. CM Darkenwald further explained the Planning Commission comments from the Public Hearing. CM Heidner stated he is not in favor of running the sewer and water pipes through existing neighborhoods. City Engineer Wagner said they have been told that it must stay within the County Road 39 right-of-way. CM Heidner said he would like to see Item 8.e wording changed to reflect the work to be only in right-of-way. City Planner Licht recommended the wording in Item 8.e should state "Utility should be extended only on County right-of-way and should be subject to review and approval of the City Engineer and Wright County, as applicable." CM Heidner motioned to approve the developer favorable comment regarding the proposed concept plan for Riverwood Inn and Conference Center, subject to the fourteen stipulations as outlined in the Planning Report dated November 22, 2016 with amended wording in Item 8.e to read as above. Seconded by CM Darkenwald. All in favor. Motion carried. 6. City Council Reports and Updates. 6.1 Commission Liaison Updates. A Heritage Preservation Commission Liaison Mayor Stockamp. Mayor Stockamp said the Commission met with a Teacher from Rogers Middle School AVID program; where students of the program are working on a project from residents of the Wellstead of Rogers. The HPC Commission had reached out to the AVID to see if they will share with them if there is any Otsego resident's information. In which the AVID program agreed. B. Parks & Recreation Commission Liaison CM Schroeder. CM Schroeder said the Commission reviewed adding an additional ice rink at Frankfort park which they decided not to do this year and they reviewed the Norin Landing plan. C. Planning Commission Liaison CM Heidner. CM Darkenwald gave an update on the last Planning Commission meeting earlier on the agenda. 2 (Page 11/28/16 D. Public Safety Commission Liaison CM Warehime. CM Warehime said the Commission at their last meeting reviewed the response times maps which they Commission will still be working on at their December meeting. They also reviewed the CERT program and will work on modifications. Other: CM Schroeder said this will be his last meeting attending as a Councilmember; he thanked the city and staff and said he has enjoyed his time on the City Council. The Mayor and Council thanked CM Schroeder for his service. Mayor Stockamp said the City Council and staff have been invited to the Wagner Ribbon cutting on December 12, 2016 at 8:30 am. City Clerk Loff to post quorum. 7. Staff Reports and Updates. Interim City Administrator Flaherty reminded the City Council of the December 5 Special City Council meeting at 6:00 PM scheduled to interview the last search firm. City Attorney MacArthur said he is still waiting on the signed agreement for the Valerius Meadows Agreement from the property owners. City Planner Licht said the Planning Commission meetings for the rest of the year are canceled. City Engineer Wagner gave some project updates. 8. Adjourn. CM Darkenwald motioned to adjourn.
