RECOMMENDATION:
City Staff recommends approval for preparing plans and specifications and amendment of the
Environmental Assessment Worksheet (EAW) for extension of 85th Street west of Nashua Avenue to
Maclver Avenue and extension of Maclver Avenue north from 80th Street to 85th Street.

BACKGROUND/JUSTIFICATION:
The City Council reached consensus at recent Capital Improvement Plan work session that construction
of 85th Street extension west of Nashua Avenue and construction of a Maclver Avenue extension north
of 80th Street is necessary due to increased traffic flows and safety issues of existing streets due ongoing
development and the opening of an E-8 School in 2017. The City Council identified beginning
construction in 2018 with completion in 2019 using Minnesota State Aid funding.
Three alternative routes for 851h Street have been reviewed in a previous EAW completed in 2011
(comment period ended September 21, 2011) The previous EAW had 85th Street extension ending at
Mason Avenue. The new larger project will need to amend this EAW as the project now extends an
additional % mile along the 85th Street corridor to Maclver Avenue and then % mile south along the
Maclver Avenue corridor from 85th Street to 80th Street for a total of approximately 2 miles of new
street. State Statute requires an EAW for any street construction one mile or longer.
The proposed route for the roadway is shown on an attached exhibit and traverses approximately a
dozen properties. Also attached is a list of property owners affected by the proposed roadway
alignment. The alignment currently being proposed bends 85th Street to the north near the intersection
of Nashua Avenue to miss two existing homes west of this intersection. The intersection of 85th Street
and Nashua Avenue is proposed to be a roundabout due to the skewed angle of the intersection and to
minimize impacts to existing homes and properties. The remainder of the route will be through
cultivated fields and will be designed to avoid or minimize wetland impacts.
Preparation of plans and specifications, amendment of the EAW, and right-of-way acquisition will need
to be completed during 2017 for construction to begin in 2018. The plans and specifications would be
presented for City Council acceptance in January 2018 with bids opening occurring in March 2018. A
public hearing to consider the amended EAW would be held in March 2017. City staff is proposing to
invite the effected property owners into an informational meeting in January 2017 to notify them of the
project, review the proposed alignment prior to the public hearing for the amended EAW, and seek
approval for survey crews to be on their property gathering information necessary for developing plans.
City staff is requesting authorization to proceed with preparations of plans and specifications,
preparation of an amended EAW.

RESOLUTION ORDERING AMENDMENT OF THE ENVIRONMENTAL
ASSESSMENT WORKSHEET AND PREPARATION OF PLANS AND
SPECIFICATIONS FOR THE 85T" STREET AND MACIVER AVENUE
IMPROVEMENT PROJECT
WHEREAS, the City Council adopted a 2017-2026 Capital Improvement
Plan at their meeting on December 12, 2016, that includes public improvements
for 85th Street NE from Maclver Avenue NE to Nashua Avenue NE and Maclver
Avenue NE from 80th Street NE to 85th Street NE in the City of Otsego; and,
WHEREAS, an Environmental Assessment Worksheet of three alternative
routes for 85th Street NE from Mason Avenue NE to Nashua Avenue NE in the City
of Otsego was prepared in 2011, and,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OTSEGO, MINNESOTA:
1. Hakanson Anderson, Inc. is hereby designated as the Engineer for this
improvement, and are hereby directed and authorized to prepare plans and
specifications for the making of such improvement.
2. Hakanson Anderson, Inc. is hereby directed and authorized to amended the
Environmental Assessment Worksheet prepared in 2011 to address the
additional length of roadway proposed and modifications to the roadway
alignment as outlined by the Capital Improvement Plan.
Adopted by the City Council of the City of Otsego this 12th day of
December, 2016.
