ARE YOU SEEKING APPROVAL OFACONTRACT? ISA PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: Quotes were received for radio communication updates for the Utility Systems monitoring sites. The upgraded technology replaces radios from two older generations and will match the radios used in the West Wastewater Treatment Facility Digester project. The vendor will provide nineteen licensed narrowband radios, communication cables and installation. Instrumentation services will be provided by AE2S to configure, program and test equipment. Radio communications provide Supervisory Control and Data Acquisition (SCADA) information to Operations staff for monitoring the Wastewater Treatment Facilities, Well Houses, Water Towers and Lift Stations. The radio upgrades provide faster and more reliable communication with all Utility sites and is timely as existing radios are approaching life expectancies. Security risks were reviewed and identified as low due to remote access and equipment control limitations. Contingencies are in place to control processes in the event communication is compromised. Larson Data Communications provided the quote for the equipment portion and installation of the upgrade for a total of $19,087.20. AE2S instrumentation services have provided a quote not to exceed $7500.00 for the coordination, configuration, programming and testing of the devices. The total project cost would not exceed $26,587.20, consistent with the 2017 budgeted $30,000.00. The Public Works Subcommittee reviewed the communication proposals at the December meeting and provided recommendation of approval. SUPPORTING DOCUMENTS: (X) ATTACHED List: Quote 1. BUDGET INFORMATION ACTION TAKEN December 19, 2016 Kurt Neidermeier Utility Manager 13400 901 Street NE Otsego, MN 55330 RE: Letter Agreement Between Owner and Engineer Telemetry Improvements Programming Services Agreement Otsego, MN Dear Mr. Neidermeier: Thank you for the opportunity to provide this Agreement for professional Instrumentation and Control (I&C) Services in association with the Otsego Water/Wastewater Treatment Systems. As you requested, we have prepared this Agreement to provide professional services for Supervisory Control and Data Acquisition (SCADA) programming and commissioning, as further described below, for the SCADA telemetry system in Otsego, MN. This is an Agreement between the OWNER and ENGINEER, effective upon approval of the OWNER for the Scope of Services described herein. Scope of Services ENGINEER will perform the following professional services as authorized by OWNER. 1. Coordinate radio replacement and telemetry system conversion with Larson Data. 2. Reconfigure programmable logic controller (PLC) and operator interface (OTT) IP addresses at existing sites equipped with Ethernet (West WWTF, East WWTF, Well 1, Wellhouse 2, Lift Station 3, Lift Station 4, Lift Station 6, Lift Station 7, and Lift Station 9). 3. Perform programmable logic controller (PLC) communication programming associated with radio upgrade. 4. Commissioning and testing. Responsibilities of OWNER 1. Provide access to associated sites. 2. Procure new MDS Orbit radios (Larson Data). 3. Replacement of all radios (Larson Data). Proposed Professional Fees ENGINEER proposes to complete the Scope of Services within this Supplemental Agreement on an hourly and not to exceed basis. A breakdown of the estimated costs for the Scope of Services is as follows: 1. Planning and coordination. 4 hours 2. IP address reconfiguration. 30 hours 3. PLC communication programming. 10 hours 4. Commissioning and testing. 4 hours Total Professional Services $7,000.00 Reimbursables (Mileage etc.) $500.00 Combined Total $7,500.00 Anticipated Times for Rendering Service ENGINEER proposes the following timeline for performance of the above stated tasks: 1. Dependent upon project schedule. Any delays due to equipment and/or software availability shall result in a corresponding adjustment to the proposed schedule. Acceptance Should this proposal satisfactorily establish the Scope of Services desired, and you approve the Terms and Conditions of the Agreement, please sign and date both copies of this proposal in the space provided. Retain one (1) copy for your records and return the other to AE2S. Receipt of a fully executed Agreement will serve as our Notice to Proceed.
