ITEM 4.11 Otsego Massage OrdinanceTO: City of Otsego — Mayor & City Council
FROM: James R. Anderson
DATE: January 6, 2017
SUBJECT: Otsego Massage Ordinance
We have a massage/acupuncture operation in our strip mall that has recently moved in. The renter
has 6 other facilities. We had a massage business in our strip mall as part of The Fitness Center with
no issues. We checked credit and criminal reports before renting to the present
massage/acupuncture business and it all came up good --a google search reveals no issues. However,
the President of Otsego Mall LLC (myself) received a phone call from the Wright County Sheriff
Office one evening after the business moved in and the Deputy revealed to me that the renter was
advertising the massage business on a website that people "who are up to no good" use for
advertising. After checking this out and calling various knowledgeable persons, including the
Mayor and City officials, I became convinced that this effort by the City to license massage was
proper and helpful and I have been fully supportive of this effort ever since, regardless of whether
or not this effort costs us this tenant. Like the City, we do not want to be part of any business that is
harmful to the City and its residents. The licensing ordinance should be helpful in properly
regulating massage in the City.
Sincerely,
James R. Anderson
