RECOMMENDATION:
It is recommended by staff that the City Council approve Hakanson Anderson to prepare an amended
Street Access Fee report.

BACKGROUND/JUSTIFICATION:
The City of Otsego has established a Collector Street Access fee that is charged on developing property
within the City. The fee is charged to developers based upon the end use of the property and its impacts
on the City's collector street infrastructure.
In 2002, Hakanson Anderson prepared a report outlining the basis and determination of the collector
street access fee. Since that time, the City has annually applied a percentage increase to the fee from
related engineering indices. During the review of the fee schedule for 2017, City staff determined it is
necessary to update and amend the report to ensure that the current collector street access fee is
representative of the costs the City is experiencing in recent street construction and maintenance
projects.
City Engineer Ron Wagner has estimated that 15 hours will be needed to amend this report, with a cost
of approximately $1,500. Hakanson Anderson will work on the report as time allows, with an expected
start date in May. The completed report will more than likely be reviewed during the 2018 budget
process so that the fee schedule for 2018 includes the recommendations from the report.
