Each year the City has an option to designate state aid streets within the City. City staff reviews the
streets and determines which ones will garner the City the most needs thus the most State Aid money
annually. As the City grows and adds new streets, we generate the ability to designate 20% of the new
street length as State Aid streets. This year, the City of Otsego created enough new streets to designate
0.46 new state aid miles.
The pending 85th Street and Maciver Avenue project proposes to use Municipal State Aid (MSA) funds
for a portion or all of the project cost. In order to use MSA funding for this project the current MSAS
routes need to be revised to include these sections of 85th Street and Maciver Avenue. The 85th Street
and Maciver Avenue project will require a total of 2 miles of MSA funding. To achieve this, the MSA
system will need to be revised.
Attached is a resolution and a Municipal State Aid Map showing the proposed location of the new
street. The City Council resolution must be sent to MnDOT State Aid by May 1, 2017 so that the route
revisions can receive Needs and to be used in the calculation of the 2017 MSA funding.

Portions of 70th Street will be turned over to Wright County this year. The removal of this segment of
street will allow the City to further re-designate additional MSA street routes. The Cities of Otsego and
Albertville share a portion of this 70th Street route. Both Cities have coordinated the removal of this
section from their system's needs. We also hope to addition of 70th Street from Kadler Avenue to CSAH
19 when 70th Street west of CSAH 19 is turned over to the County. As this is also shared between the
Cities of Otsego and Albertville the addition of this route needs to be coordinated with each City's needs
revisions.

RESOLUTION NO. 2017-12
RESOLUTION REVOKING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of the City of Otsego that the streets
hereinafter described should be revoked as Municipal State Aid Street underthe provisions
of Minnesota law.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Otsego
that the roads described as follows, to -wit:
80th Street, Marlowe Avenue/83`d Street (from Maciver Avenue to Nashua Avenue
NE)
be, and hereby revoked as a Municipal State Aid Street of said City subject to the approval
of the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed
to forward two certified copies of this resolution to the Commissioner of Transportation for
consideration, and that upon the approval of the revocation of said roads or portions
thereof, that same be maintained as a Municipal State Aid Street of the City of Otsego.

RESOLUTION ESTABLISHING AND REVISING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of the City of Otsego that the streets
hereinafter described should be designated, extended or shortened Municipal State Aid
Street(s) under the provisions of Minnesota law.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Otsego
that the roads described as follows, to -wit:
Maciver Avenue NE (from 80th Street NE to 85th Street NE)
85th Street NE (from Maciver Avenue NE to Nashua Avenue NE)
Quaday Avenue NE (from CSAH 42 to 85th Street NE)
be, and hereby extended as a Municipal State Aid Streets of said City subject to the
approval of the Commissioner of Transportation of the State of Minnesota.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Otsego that the
roads described as follows, to -wit:
Mason Avenue NE (from 83rd Street NE to 85th Street NE)
Nashua Avenue NE (from 83rd Street NE to 85th Street NE)
be, and hereby shortened as a Municipal State Aid Streets of said City subject to the
approval of the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed
to forward two certified copies of this resolution to the Commissioner of Transportation for
his consideration, and that upon his approval of the designation of said roads or portions
thereof, that same be constructed, improved and maintained as a Municipal State Aid
Street of the City of Otsego.
