ITEM 6.1 Resolution 17-12 17-13P OtsTe o MINNESOTA V DEPARTMENT INFORMATION Request for City Council Action ORIGINATING DEPARTMENT: REQUESTOR: MEETING DATE: Public Works City Engineer Wagner February 13, 2017 PRESENTER(s): REVIEWED BY: ITEM #: City Engineer Wagner Interim City Administrator Flaherty 6.1 AGENDA ITEM DETAILS RECOMMENDATION: City Staff recommends approval Resolution 17-12 Revoking Municipal State Aid Routes and Resolution 17-13 Establishing and Revising State Aid Streets ARE YOU SEEKING APPROVAL OF A CONTRACT? No BACKGROUND/JUSTIFICATION: IS A PUBLIC HEARING REQUIRED? No Each year the City has an option to designate state aid streets within the City. City staff reviews the streets and determines which ones will garner the City the most needs thus the most State Aid money annually. As the City grows and adds new streets, we generate the ability to designate 20% of the new street length as State Aid streets. This year, the City of Otsego created enough new streets to designate 0.46 new state aid miles. The pending 85th Street and Maciver Avenue project proposes to use Municipal State Aid (MSA) funds for a portion or all of the project cost. In order to use MSA funding for this project the current MSAS routes need to be revised to include these sections of 85th Street and Maciver Avenue. The 85th Street and Maciver Avenue project will require a total of 2 miles of MSA funding. To achieve this, the MSA system will need to be revised. Attached is a resolution and a Municipal State Aid Map showing the proposed location of the new street. The City Council resolution must be sent to MnDOT State Aid by May 1, 2017 so that the route revisions can receive Needs and to be used in the calculation of the 2017 MSA funding. The following is a summary of the revisions proposed: Street Segment Length (Miles) Roads Revoked from WAS 801h St/Marlowe Ave/83rd St From Maciver Ave to Nashua Ave 1.75 Roads Shortened from WAS Nashua Avenue NE From 83rd Street to 85th Street 0.25 Mason Avenue NE From 83`d Street NE to 85th Street NE 0.25 Roads Added to MSAS Maciver Avenue NE From 80th Street NE to 85th Street NE 0.50 85th Street NE From Maciver Avenue NE to Nashua Avenue NE 1.50 Quaday Avenue NE From CSAH 42 to 85th Street NE 0.60 (+) 2016 Certified Available Mileage 0.46 (+) Totals Miles Revoked/Shortened +2.25 (-)Total Miles Added -2.60 (_) Remaining Available Mileage 0.11 Portions of 70th Street will be turned over to Wright County this year. The removal of this segment of street will allow the City to further re-designate additional MSA street routes. The Cities of Otsego and Albertville share a portion of this 70th Street route. Both Cities have coordinated the removal of this section from their system's needs. We also hope to addition of 70th Street from Kadler Avenue to CSAH 19 when 70th Street west of CSAH 19 is turned over to the County. As this is also shared between the Cities of Otsego and Albertville the addition of this route needs to be coordinated with each City's needs revisions.
